Files are rarely refused outright. They lapse. The letter went somewhere you no longer live, the date on the form was read as the wrong year, the office was closed on a public holiday nobody in the household had noted, and by the time anyone noticed there was nothing left to appeal. Nothing dramatic happened; a window simply closed.
That is worth saying plainly, because it means the fix is not legal expertise. It is calendar hygiene. Five things about how Thailand dates its documents, where it sends its correspondence and when its offices are open account for most lapsed files, and every one of them can be corrected in an afternoon by someone with a notebook and a phone.
What follows is the checklist, in the order in which the mistakes actually happen. Why does the year on the form look wrong?
Thai official dates run on the Buddhist era
Administrative documents in Thailand are dated in the Buddhist era, written พ.ศ. The Gregorian year is the Buddhist year minus 543, so 2569 is 2026, 2568 is 2025 and 2570 is 2027. A deadline written as 30 September 2569 falls on 30 September 2026, not on some date centuries away, and a certificate marked 2568 was issued last year rather than in the distant past. This is not a curiosity: it is the single most common reason a foreign-trained reader, or a family member helping from abroad, misfiles a document by exactly 543 years and concludes that nothing is due yet.
Laws are cited by their Buddhist year too
The same convention applies to legislation, so the labour statute of 1998 is the Labour Protection Act B.E. 2541, and the consumer statute of 1979 is the Consumer Protection Act B.E. 2522. When an official letter refers you to an act by a four-digit number in the 2500s, subtract 543 and you will know how old the rule is. It saves a great deal of confused searching.
Write both years on everything you keep
The cheapest habit in this entire article: when you file a document, write the Gregorian year beside the Buddhist one on your own copy. It takes two seconds and it removes the whole class of error for anyone in the household who later has to pick the file up on your behalf.
Where is your file actually being sent?
Correspondence follows the household registration, not your bed
Thailand's civil register records people where they are registered, not where they live, and it is administered by the Bureau of Registration Administration within the Department of Provincial Administration. The gap between the two is not marginal. At 31 December 2025, Bangkok recorded 5,422,568 registered people across 3,356,358 households, about 1.6 people per household; Chonburi recorded 1,645,985 across 1,194,372 and Phuket 432,464 across 303,160, both close to 1.4. Ubon Ratchathani, at 1,865,501 across 668,687, is near 2.8. Those low ratios in Bangkok, Chonburi and Phuket are the visible signature of people who moved for work and never re-registered — which means a great deal of official post is arriving in a province the recipient left.
The registers are not one register
Your household registration, your identity card, your tax record and your pension record are separate systems, and updating one does not update the others. This is the second most expensive assumption in the list, because it produces a very specific failure: the person is convinced they notified the change, and they did, once, to one office. Make a list of every body that holds an address for you and work through it, ticking each off.
Do the same for the people who act on your behalf. A relative who collects your post at the registered address is part of the system whether or not anyone has said so, and the arrangement usually breaks silently when that person moves, falls ill or simply stops opening envelopes addressed to someone else. Agree explicitly who does it, tell them what an official envelope looks like, and give them a number to reach you on the day something arrives rather than at the end of the month.
Book the appointment instead of queuing for it
The Bureau of Registration Administration operates an advance booking service at q-online.bora.dopa.go.th and a call centre on 1548. For anyone who finds a long morning standing difficult, that is the difference between a manageable errand and an abandoned one. Confirm what documents to bring on the same call, because a second trip is the most common way a simple correction turns into a month.
The three calendars that are not the calendar year
Tax has two dates, not one
Almost every article written outside Thailand mentions one filing date. There are two. The Revenue Department's filing-deadline table, consulted on 16 August 2026, sets ภ.ง.ด.90 and ภ.ง.ด.91 for January to March of the following year, and ภ.ง.ด.94 — which applies to income in categories 5, 6, 7 and 8 — for July to September of the tax year itself. A retired person with rental income is in category 5, and therefore has both. Filing is available online at efiling.rd.go.th.
The state's year starts in October
Public budget documents published in July 2026 carry the label for the third quarter of budget year 2569. The Thai budget year does not follow the calendar year, which matters whenever a scheme, an allowance or a programme is described as running "for 2569": its money may run out at the end of September rather than the end of December. When an office tells you a programme is open, ask which budget year it belongs to and when that year ends.
Several public holidays move every year
Buddhist observances shift, so counting working days from last year's calendar quietly loses you days. The official school calendar for 2569 lists, among the second-half holidays, 28 July, 29 July and 30 July 2026, 12 August 2026, 7 December and 10 December 2026, 31 December 2026, 1 January 2027 and 22 February 2027. Check the current year's list before you count a notice period, and never reuse last year's dates.
The school calendar is worth noting for the same reason, even for a household with no children in it. The 2569 academic year opened on 16 May 2026 and its long break runs from 1 April to 15 May, which is also the hottest stretch of the year. Offices are not closed then, but the people you need are more likely to be away and the queues at the ones that stay open are longer. If a file can be moved a fortnight either side of that window, move it.

What do you do when a deadline has already passed?
Go back to the office that issued the document
Not to a different office, and not to a general enquiry line. The body that set the deadline is the only one that can tell you whether anything remains open, and it is remarkably often more than people assume. Take the document, both dates written out, and a written note of what happened and when.
Put your account of it in writing on the day
Memory decays and files move between officials. A short dated note of who you spoke to, when, and what was said is worth more than an accurate recollection three months later, and it costs a minute. Keep it with the document rather than in a separate place.
Know which body handles which grievance
Consumer matters go to the Office of the Consumer Protection Board, online at complaint.ocpb.go.th, on 1166, and in person at the provincial hall of any province, which also runs an online mediation service. Registration and identity matters go to the Bureau of Registration Administration on 1548. Tax goes to your Revenue Department area office. Sending a complaint to the wrong body does not fail loudly; it simply produces no answer, which is the same outcome as the lapsed file you started with.

The afternoon that prevents most of this
Sit down once with a notebook. Write the Gregorian year beside the Buddhist one on every document you keep. List every body that holds an address for you and check each one, rather than assuming a single notification travelled. Put both tax dates in the calendar, March and September. Note this year's moving holidays before you count any notice period. Book appointments rather than queuing for them.
