Nobody asks for a diploma before crediting a referral commission. That is the honest appeal of affiliate work for a student in Freetown, Bo or Kenema: the entry cost is a phone, a network of people who trust you, and the patience to learn one product properly. What almost nobody explains is that the number you see in a dashboard is not the number that reaches your hand, and that in Sierra Leone the distance between the two is governed by three different rules that have nothing to do with each other.
This guide follows one commission from the moment it is approved to the moment you can spend it. It is written for someone starting with nothing: no company, no bank history, no experience. It also covers the empty first quarter, because that is where most beginners stop. What actually happens between the sign-up and the cash?
Three moments exist, and treating them as one is the single most common planning error among new affiliates here. A commission is earned when the partner validates the action. It is paid when it leaves the partner and enters a channel you control. It becomes spendable when you can hand it to a trader, a landlord or a transport driver. Those three dates can be weeks apart.
Earned is a gross figure, and gross is what the rules read
The commission credited to your dashboard is a gross amount. It has not had your data bundle deducted, nor the transport you paid to meet a prospect, nor the cost of the airtime you burned explaining the product. That matters more in Sierra Leone than in most places, because the tax rules that will eventually apply to you read turnover, not profit. If you keep only one habit from this article, keep this one: record the gross figure and the date it was approved, in a notebook or a phone note, on the day it happens.
Paid means it left the partner, not that it arrived
Between the partner's payment run and your wallet sits a payment rail, and rails have opening hours, minimums and maintenance windows. The Bank of Sierra Leone itself publishes maintenance notices for the national switch on its home page. A commission released on a Friday evening is not a commission you can spend on Friday evening.
Spendable is a local question, not a national one
The last gap is the one people never anticipate. Between the day a commission is agreed and the day you spend it, prices move — and in Sierra Leone they move at wildly different speeds depending on where you live. That is the subject of a full section below, because it changes how you should negotiate a fixed fee.
The turnover line that decides whether you owe anything
Most guides written for affiliates in West Africa either ignore tax or frighten the reader with corporate rules that do not apply. The Sierra Leonean position is unusually clear, and for a beginner it is good news.
Under NLe 10,000 of annual turnover, a micro-taxpayer owes no income tax
The Income Tax Act 2000, as rewritten by section 7 of the Finance Act 2025 and in force since 1 January 2025, sorts taxpayers by annual turnover. A micro-taxpayer is one whose annual turnover is SLE 10,000 or below. Micro-taxpayers are exempt from income tax under section 6 of the Finance Act 2020. Below that line, your referral income does not generate an income tax bill.
Above the line, the small taxpayer regime is 3% of turnover
Between SLE 10,000 and SLE 500,000 of annual turnover you are a small taxpayer. Under the Small and Micro Taxpayer Regime published by the National Revenue Authority, the tax due is 3% of annual turnover — again turnover, not profit. Two exclusions matter: businesses incorporated as companies and providers of professional services within the meaning of section 20 of the Finance Act 2020 cannot use the regime. If your referral activity is structured as a service contract rather than a commission, ask the National Revenue Authority which side of that line you fall on before you assume the 3%.
The sales tax threshold is a different number, and it is far away
The Goods and Services Tax registration threshold sits at annual turnover above SLE 500,000, and the standard rate is 15%. New affiliates confuse the two thresholds constantly because both are expressed in turnover. They are not the same obligation and they do not arrive at the same time. Filing deadlines are equally distinct: the annual income return is due within 120 days of the end of the accounting year, meaning 30 April for a calendar year.
Where the money lands, and who hands it to you
Whatever the partner promises, the commission ends up in one of four places in Sierra Leone, and the choice determines both your cost and your waiting time.
The agent network is the physical window, and it doubled in a year
Mobile money is the mass payment method of the country and it is growing fast. The Bank of Sierra Leone counted 117,419 mobile money agents at the end of December 2025, against 67,149 a year earlier, in its Financial Stability Report 2025. That is a 75% increase in twelve months, and it is the single most useful fact for an affiliate outside Freetown: the window where a wallet balance becomes banknotes is far closer to you than it was two years ago. Three mobile money operators are supervised by the central bank; Orange Money and Afrimoney are the two identified by name on their operators' own sites.
Instant transfer between wallet and bank exists here
Do not assume, as regional guides often do, that Sierra Leone is cash and wallets only. The Salone Payment Switch launched its instant payments platform in October 2024, connecting twelve banks and the mobile money operators, and it supports real-time transfers between bank accounts and mobile wallets. A national Card Switch launched in April 2023 now covers all thirteen commercial banks for interbank cash withdrawals and card payments. The fees are the part nobody publishes
Orange publishes that opening an Orange Money account is free, that there is no account maintenance charge and that the *144# menu is free to access. It does not publish the fee schedule for transfers, bill payments and withdrawals. Afrimoney publishes no public tariff that could be found. Treat any commission plan that ignores withdrawal fees as incomplete, and ask an agent for the current schedule before you choose where to be paid.

What does a two-month delay actually cost you?
This is where a national average lies to you. Inflation over twelve months to June 2026 was 14.77% nationally, according to the Consumer Price Index release published by Statistics Sierra Leone on 15 July 2026. The same release puts Western Area, which contains Freetown, at 21.38% while the North-West region sits at 2.51%. Northern is at 16.29%, Eastern at 8.74%, Southern at 8.48%. Month on month, national prices rose 1.57% in June alone.
A fixed fee agreed today is a smaller fee when it arrives
If you agree a flat referral fee in leones and it is paid sixty days later, a Freetown-based affiliate loses noticeably more purchasing power than a colleague in the North-West. The practical response is not to refuse fixed fees — it is to shorten the payment cycle, or to price the delay in. Ask for a payment date in writing, not a payment window. Where you can, prefer a commission percentage over a flat fee for anything that will be settled after a long verification period.
Write which leone you mean, every single time
The leone was redenominated at 1,000 old leones to 1 new leone. Sierra Leonean documents write the new leone NLe and the old leone Le, and a commission agreement that just says "leones" is ambiguous by a factor of a thousand. Write SLE or NLe in every message, every invoice and every screenshot. This is not pedantry: local sites, including operators and utilities, still label new leone prices with the old code, so the habit protects you from other people's errors as much as your own.
Filling the first three months of income with I am Beezy
The gap that ends most affiliate attempts is not the tax, the rail or the currency. It is the ten to twelve weeks between starting and receiving anything at all. Keep the two income streams recorded separately
Both count toward the same annual turnover line described above, so record them in the same notebook but on separate pages. When you approach SLE 10,000 of combined annual turnover, that is the moment to speak to the National Revenue Authority rather than after the year has closed.
Your first ninety days, in order
Ambition without sequence is how beginners waste a quarter. The order below assumes you have a phone, a registered wallet in your own name and nothing else.
Weeks one and two: one product, one audience
Choose a single product you can explain in two sentences to someone who has never heard of it. Write down, before you promote anything, who is paying the commission, what triggers it, when it is validated and by which channel it will be sent.
Weeks three to eight: proof, not volume
Collect the evidence that the chain works end to end: one validated action, one payment, one withdrawal, one receipt. An affiliate who has completed the full loop once knows more than one who has sent two hundred links and never been paid.
Month three: read your own numbers
Total the gross commissions, subtract the data and transport you actually spent, and compare the result with the hours you put in. That number, not the dashboard, is your real hourly rate.
