Referral income has an ugly shape at the start. The work happens in week one, the sale is reported in week three, the network validates it a month later, and the transfer leaves on a fixed date after that. Meanwhile the person who did the work has already decided the model does not function, and has stopped. Almost nobody loses their first commissions because the audience was too small. They lose them on paperwork, on timing, and on a bank detail nobody checked.
Slovenia adds a specific layer to this. The country has three separate regimes for small side income, they were not designed with affiliate marketing in mind, and one of them was completely rebuilt on 1 January 2026. If you are a Slovenian citizen living abroad, or a resident earning from an international programme, the questions stack: which status, which country, which account. Getting them wrong does not cost you a fine on day one. It costs you the entire first year of margin.
Because the first quarter of any referral activity produces work and no cash, most people need something in parallel that pays on a shorter cycle. Most programmes will not move money until your balance passes a floor. Spread across five programmes, small amounts sit under five floors instead of crossing one. Concentrating on fewer programmes is what releases the first transfer, not working harder.
What Slovenia adds on top
Once the money is released, a second clock starts: the declaration. What matters to the Slovenian rules is which status you were operating under when the invoice was issued. That is the decision most beginners make last, and it is the one that should be made first.
The status mistake that eats the commission
This is where most of the money is lost, and it is lost quietly. Slovenia offers three routes for small independent income. They are not three versions of the same thing, and only one of them fits referral work.
Osebno dopolnilno delo does not cover referral income
The osebno dopolnilno delo scheme is the cheapest structure in the country, and the temptation is to force everything into it. It does not stretch. Its activity list is closed: group A covers domestic help, occasional agricultural work, childcare, occasional translation, private cultural performances and animal sitting, and can only be performed for private individuals; group B covers craft work, handmade objects produced by traditional methods, and the gathering and sale of mushrooms and forest plants. Online referral commission is on neither list. The revenue ceiling is 4 578,06 € per half-year and 9 156,12 € per year, and the vrednotnica costs 14,54 € per month, but none of that matters if the activity itself does not qualify. Registration is with AJPES, before you start.
The popoldanski s.p. costs the same whether you earn or not
The realistic route for someone already employed full time or already retired is the popoldanski s.p. — an independent activity carried on while your main social insurance comes from somewhere else. It has no revenue ceiling attached to the status itself. What it has instead is a fixed monthly bill. In 2026 that bill is 110,11 € per month from January to March and 113,01 € per month from April onwards, made up of 54,53 € of health contribution, 6,43 € for the new long-term care insurance and a pension contribution that moved from 49,15 € to 52,05 € on 1 April. That is roughly 1 350 € across the year, and it is due even in a month where you invoice nothing. Opening one in January because you expect commissions in September is a straightforward way to spend 1 350 € to earn 400 €.
The flat-rate expense scale that is not the one you read about
Slovenia rebuilt its flat-rate expense regime, the normirani s.p., with the ZPZR law published in Uradni list RS number 91/2025 and applicable to financial years opening from 1 January 2026. Anything written before November 2025 is obsolete. The rebuild created two different scales, and almost every article you will find quotes the wrong one for a side activity. A taxpayer fully insured through the activity recognises 80 % of revenue as flat-rate expenses up to 60 000 €. A taxpayer who is not — which is every popoldanec — recognises 80 % only up to 12 500 €, then 40 % between 12 500 € and 30 000 €, and nothing at all above 30 000 €. That is a wall, not a slope, and it is the single number that should shape your ambition for year one. The option deadline for 2026 was 31 March.

How do you actually get the money into a Slovenian account?
The payment leg is where residents abroad lose the most time, usually for a reason that does not exist.
A SI56 IBAN, and no currency conversion
Slovenia has used the euro since 1 January 2007 and sits inside both the eurozone and SEPA. A euro transfer to a Slovenian IBAN, which begins SI56, triggers no conversion whatsoever. The entire comparison of who offers the best exchange rate, which is a real question in Poland, Hungary or Romania, has no object here. If a programme quotes you a conversion fee on a euro payment to a Slovenian account, something is wrong with the setup, not with the market.
Passported IBANs and what programmes do with them
An account opened with a provider passported into Slovenia can carry a foreign IBAN prefix, and inside SEPA that is legally acceptable for a euro transfer. Some payers still build country checks into their systems, so a mismatch between your declared address and your IBAN prefix is a common reason for a rejected first transfer. Verify the provider in the Banka Slovenije register of supervised entities rather than assuming a familiar brand is licensed locally.
Flik moves money between people, not from platforms
Flik is the Slovenian rail for everyday payments: an instant transfer between customers of different banks using a phone number or an email address, outside banking hours, every day of the year, plus payment at merchants. Twelve banks belong to it, among them NLB, OTP banka, UniCredit Bank, Intesa Sanpaolo Bank, Addiko Bank, Delavska hranilnica and LON. It is useful for splitting an invoice with a collaborator, but it is not how an international programme will pay you.

Do I have to register before the first commission?
You register before you perform the activity, not after the money arrives. For osebno dopolnilno delo the enrolment is with AJPES and must precede the work. For an s.p., registration runs through the SPOT portal and the entry is made at AJPES. The practical rule is simple: no status, no invoice.
What happens when I pass 12 500 €?
If you are on the flat-rate regime without being fully insured through the activity, the recognised expense share drops from 80 % to 40 % on the portion between 12 500 € and 30 000 €, and to zero beyond 30 000 €. Above that last line the whole of your revenue becomes taxable base. Compulsory registration for value added tax is a separate question with its own two thresholds: 60 000 € of turnover in the previous calendar year, or 66 000 € reached during the current one.
I am a Slovenian citizen living abroad — where do I declare?
Citizenship does not decide this. Tax residence does, and it is determined by the criteria the Finančna uprava Republike Slovenije applies, not by where your bank account happens to be. If you have moved, the honest first step is to establish your residence status with FURS through the eDavki portal before you choose a Slovenian status you may not be entitled to use. Nobody can answer that question from your IBAN.
Is a pension affected by opening a side activity?
The pension itself is one issue; entitlements attached to being outside the labour market are another. The free public transport pass for pensioners and people over 65 is conditional on not being in an employment relationship and not carrying on a registered independent activity. Opening a popoldanski s.p. ends that entitlement. For small commissions, that trade can easily be a net loss, and it is worth pricing before registering.
