Affiliate and referral income in Sierra Leone: what to set up before your first commission

Referral commissions cost nothing to start and everything to fix once you have set them up wrong. Here is the identity, the payout rail and the tax position a student in Sierra Leone needs in place before the first sale is approved.

You have seen the offers. Refer a customer, take a cut. A programme in Accra, Lagos or London marks your commission approved, and then nothing happens for weeks. In Sierra Leone the distance between "approved" and "spendable" is not a mystery. It is a short list of things nobody told you to set up before you started, and this guide is that list.

It is written for someone at Fourah Bay College or the University of Makeni who has a phone, a SIM registered in their own name and no capital. Business introduction and referral work is one of the few activities you can begin with nothing. It is also one where a beginner's mistake — the wrong spelling on a payout form, a rail that does not reach the country, a tax question left unanswered — is slow and expensive to undo.

Commissions arrive late by design, so plan for the waiting months. What does an affiliate programme actually pay you for?

Most people who quit in the first month quit because they were paid for something other than what they thought. Programmes buy outcomes, not effort, and the outcome they buy determines how long you wait and how much of your work counts.

Clicks, leads and validated sales are three different products

A click pays instantly and pays little. A lead pays when someone hands over a phone number or completes a form, and it is usually checked by a human before it counts. A validated sale pays the most and pays the latest, because it only becomes yours once the buyer's cancellation window has closed. Read which of the three you are signing for before you send anyone anywhere: it decides whether your income is weekly or quarterly.

Business introduction is not the same as affiliation

Introducing a supplier to a buyer and taking a fee on the deal is a separate trade with separate risks. There is no dashboard, no tracking link and no automatic proof of who introduced whom. Put the arrangement in writing before you make the introduction, name the deal it covers, and state when the fee falls due. A verbal agreement in this market is a fee you will spend months chasing.

The paperwork you need before the first commission

Every payout failure traced back far enough is an identity failure. Programmes match names against bank and wallet records, and a mismatch of one word stops the transfer without telling you why.

One spelling of your name, everywhere

Your national identity document, your bank record and the name registered against your SIM should carry the same names in the same order. Copy that order into the payout profile exactly, including middle names. Fix this before you request anything, because correcting a rejected transfer means going back to a support queue in another country with a screenshot in your hand.

A SIM that is genuinely yours

Sierra Leone now links mobile subscriptions to the National Identification Number issued by the National Civil Registration Authority, under rules set by the National Communications Authority. A wallet sitting on a SIM registered to a cousin or a shopkeeper is not yours in any sense a programme will recognise, and it becomes unusable the moment the registration is questioned. Register the SIM yourself and keep the confirmation.

An address and a bank record you can prove

Larger programmes ask for proof of address and, above a certain size, bank details rather than a wallet. Sierra Leone has thirteen commercial banks and all of them have their head office in Freetown, so opening an account is realistic in the main cities and a journey elsewhere. Do it before you need it, not the week a threshold is crossed.

Where the money actually lands

The country has more payment infrastructure than its reputation suggests, and choosing the wrong rail is the second most common way beginners lose value. Four routes exist, and they are not interchangeable.

Mobile money is the mass rail, and it is growing fast

The Bank of Sierra Leone counted 117,419 mobile money agents at the end of December 2025, against 67,149 a year earlier. That is the network that puts cash within walking distance of most people, and it is why a wallet is the sensible default endpoint for small, frequent commissions. Orange Money and Afrimoney are the two services identified by name, each tied to its own operator, which means changing wallet means changing SIM.

Bank rails exist, and one of them is instant

The Salone Payment Switch has run an instant payments service since October 2024, connecting twelve banks and the mobile money operators, so a transfer between a bank account and a wallet clears in real time. A national Card Switch launched on 29 April 2023 and now covers all thirteen commercial banks for interbank cash withdrawals and card payments. Do not assume the country is cash-only; it stopped being true two years ago.

What is not documented, and what you should not assume

No Bank of Sierra Leone source establishes that PayPal serves the country, so treat a programme that only pays by PayPal as a programme that does not pay you. International transfers arrive largely through licensed foreign exchange bureaux acting as super agents, and through five banks in production on the pan-African settlement system. The regulator does not name the transfer operators, so ask your programme which one it uses and check that a collection point exists near you.

Covering the waiting months with I am Beezy

Keep them in separate wallets or at least separate mental accounts, so you can see which one is actually carrying you.

What does the National Revenue Authority expect from side income?

Commission income is income, and the moment it looks like a trade rather than a favour it belongs on a return. The good news for a student is that the rules were written with small operators in mind, and the number that matters to you is the floor, not the ceiling.

Below the floor, you owe nothing

The Finance Act 2025 sets the micro taxpayer band at annual turnover of SLE 10,000 and below, and micro taxpayers are exempt from income tax under the Finance Act 2020. Above that floor, a small taxpayer who opts into the small and micro taxpayer regime pays 3 per cent of annual turnover. The small taxpayer band runs up to SLE 500,000 a year, which is far beyond where a beginner operates.

Who cannot use the simple regime

Incorporated companies and professional service providers are excluded from the small and micro taxpayer regime. If you register a company because a programme asked for an invoice, you have left the simple regime and joined the normal one. Think about that before you incorporate to satisfy a single client.

Dates worth putting in your phone

The annual income return is due within 120 days of the end of the financial year, which is 30 April for a calendar year. Late filing carries a fixed penalty that depends on your segment: for a small taxpayer it is SLE 1,250 on an annual return and SLE 500 on a monthly one. These are amounts you can avoid entirely by filing an empty return on time.

Choosing something you can actually service from here

The last mistake is picking a niche that works in a country you do not live in. Your advantage is local knowledge and local trust, and neither transfers to a market you have only read about.

Promote what your audience can actually buy

A product that requires a card usable abroad is a poor fit, because there is no published evidence that domestic cards work outside the country and the international phase of the payment switch was not yet in place at the end of 2025. Airtime, data bundles, local services and anything payable by wallet convert; a foreign subscription billed in dollars mostly does not.

Build the list before you need it

Your first hundred referrals will come from people who already know you: a class group, a church or mosque circle, a football side, a market association. Keep a simple record of who you introduced to what and when, because that record is your only evidence when a programme queries a commission months later.

Measure in the currency you spend

Programmes quote in dollars or euros; your rent is in leones. Convert every offer to new leones before you judge it, and be careful with the unit: the country redenominated at one thousand old leones to one new leone, so an amount seen without a clear label can be a thousand times off. Write SLE, and check any local price that looks implausible against the Bank of Sierra Leone reference rate.

The first month, week by week

Sequence matters more than speed here. Doing these in the wrong order is how people end up with an approved commission they cannot collect.

Week one to two: identity and rails

Register the SIM in your own name and confirm it. Match the spelling of your name across your identity document, your wallet and, if you have one, your bank account. Open the wallet and make a small transfer to yourself so you have seen the flow work before real money depends on it.

Week three to four: one programme, one record

Join a single programme and learn its rules properly rather than five and learn none. Note its validation window, its payout threshold and its payment calendar in the same place you keep your referral record.
