Opening a Bank Account in Georgia Without a Payslip: The Route That Works Outside the Cities

Most working Georgians outside the cities have income and no employer to certify it. Here is what banks and microbanks actually ask for, how to turn village income into documented income, and where to compare institutions.

The request sounds simple and it stops thousands of people every year: you want an account, and somewhere in the conversation you are asked to show a regular income. You have income. You sell hazelnuts, or you keep four rooms for guests in the summer, or you drive, or you repair things for the village, or money arrives from a relative working abroad. What you do not have is an employer willing to certify any of it on paper.

This is not an edge case in Georgia. It is closer to the standard situation, and the numbers say so plainly. Once you see that, the problem changes shape: the task is not to persuade a bank that you are unusual, it is to produce the documents that describe an income which already exists.

There is also a reason to want the account beyond keeping money safe. Almost everything that pays small amounts today pays into an account — including apps such as I am Beezy, where you are paid for time spent viewing content. Without an account, those routes are simply closed.

Why having no payslip is the ordinary case in Georgia

Before you walk into a branch, it helps to know that the shape of your situation is common enough that institutions have products for it.

What the labour figures actually show

Sakstat counted 1,389.7 thousand people in employment in Georgia in 2025. Of those, 961.1 thousand were hired employees and 426.3 thousand were self-employed. The unemployment rate stood at 13.9%, with an employment rate of 46.9% and a participation rate of 54.5%. Self-employment on that scale means a very large share of Georgian earners have no employer to issue a salary certificate, and the financial system knows it.

Where the rural reader stands in that picture

Of 3,941,103 residents on 1 January 2026, Sakstat records 2,472,466 as urban and 1,468,637 as rural. Rural income is typically seasonal, sometimes in kind, and rarely documented by anyone but the household itself. That is a documentation problem, not a creditworthiness problem, and the two get confused constantly — including by the person applying.

What the bank is really assessing

Opening a current account and obtaining credit are different decisions with different standards. An account is mainly an identity and compliance question: who you are, where you live, where the money comes from. Credit is where regular income matters. If you go in asking for an account and are answered as though you asked for a loan, separate the two requests out loud.

Requirements differ between institutions and change over time, so ask for the current list in writing before you travel. What follows is the structure that list almost always has.

Identity first, and it is not negotiable

Every institution supervised by the National Bank of Georgia has to identify its customers. Expect to present an identity document and to answer questions about the purpose of the account and the origin of the funds you intend to put into it. Answer them concretely — "sale of hazelnuts, one buyer, autumn" is a better answer than "various".

Address, and the branch you can actually reach

Ask two questions before choosing an institution: which document it accepts as proof of address, and where its nearest branch is to you. The second matters more outside the cities than any rate does, because an account you cannot reach when something goes wrong is a problem you will have repeatedly.

Income: the substitutes that exist

Where a salary certificate would go, put something else. A tax declaration filed with the Revenue Service, an extract from the property register, a supply contract with a buyer, a lease, an account history showing regular incoming transfers — each of these describes an income. None of them requires an employer. The next section is about creating the first one deliberately.

Turning village income into documented income

This is the step most people skip, and it is the one that changes the conversation from "we cannot verify anything" to "here is the file".

Micro-business status costs nothing in tax

Article 84 of the Tax Code offers micro-business status to a natural person who carries on economic activity alone, with no employees, and whose gross income stays within 30,000 GEL per calendar year. Article 86 is unusually blunt about the consequence: a person holding micro-business status does not pay income tax. The status turns undeclared village income into declared income at a tax cost of zero, and the declaration is annual, filed before 1 April for the previous year under Article 93.1. Note the exclusions in Annex 2 of Government Decree No. 415, which close the status to licensed activities, currency exchange, gambling, and professional fields including consulting.

What the annual declaration gives you

A filed declaration is a document a bank can read. It carries your name, a period, an amount and the seal of the Revenue Service, and it exists whether or not anyone employs you. Two or three consecutive years of them is the closest thing a self-employed Georgian has to a salary history.

When to move to small business status instead

If your receipts pass 30,000 GEL in a year, Article 85.3 gives you fifteen days to request small business status, and missing that window drops you out of the special regimes and onto the general 20% rate. Small business status requires registration as an individual entrepreneur, taxes gross income at 1% under Article 90.1 up to 500,000 GEL a year, and is declared and paid monthly by the 15th under Article 93.1¹ — not annually. Confusing the two rhythms produces twelve late filings a year.

Banks, microbanks, and where to compare them

Georgia has one supervisor for the whole financial system, which makes the landscape easier to navigate than in many countries.

One regulator, several categories of institution

The National Bank of Georgia supervises commercial banks, microbanks, non-bank lenders, credit bureaus and the capital market, and its status is set by Article 68 of the Constitution. Among the commercial banks operating in the country are Bank of Georgia, TBC Bank, Liberty Bank, ProCredit Bank, TeraBank, Cartu Bank, Credo Bank and BB, formerly Basisbank. Note that Credo trades at credobank.ge and Basisbank now answers at bb.ge, so an old link is not proof that a bank has vanished.

Microbanks are a category built for this exact customer

Microbank is a licensed institution type in Georgia, and the National Bank announced on 12 February 2025 that it had granted a microbank licence to JSC Crystal, describing it as previously one of the country's leading microfinance institutions, specialised in financing small entrepreneurs, and noting that inclusion in the real-time gross settlement system would strengthen its competitiveness. If your income is entrepreneurial or agricultural, that category is worth asking about alongside the commercial banks.

The comparison tool almost nobody uses

The National Bank runs a financial education portal at finedu.gov.ge which offers a comparison of financial institutions by service and conditions, together with calculators for deposits, loans, budgeting and securities. It also documents the dispute resolution commission that operates at the National Bank for disagreements between customers and financial institutions. Use it before the appointment rather than after the disagreement.

What can go wrong after the account is open?

Two things, mostly, and both are manageable if you expect them.

The account that gets restricted

Compliance questions do not stop at opening. An unusual incoming payment, a transfer from a country the institution watches closely, or an amount that does not match what you described at opening can all trigger a request for explanation. Keep the paperwork behind each significant inflow, and answer the first request quickly rather than waiting for the second.

If the institution and you disagree

Take the complaint to the institution in writing first and keep the reference number. If that fails, the dispute resolution commission at the National Bank exists for precisely this, and finedu.gov.ge sets out the route. A verbal complaint at a counter leaves no trace.

What not to plan around

Do not build your arrangements on foreign digital banking apps whose availability in Georgia you have not verified yourself. Georgia is not a member of the European Union or of the European Economic Area, and European licensing does not extend here automatically. An account at a Georgian institution, with a 22-character IBAN starting with GE — compulsory in Georgia since 1 January 2013 according to the National Bank — is the arrangement that certainly works.

Call two institutions and ask for their current document list rather than assuming it. Decide whether micro-business status is worth registering this year, because a declaration filed before 1 April is the cheapest proof of income available to you.
