Retirement is where a paperwork problem that has been dormant for forty years finally presents its bill. A name spelled two ways, a date of birth that a school clerk wrote from memory, a marriage that was never registered: none of it mattered while you were working, and all of it matters the day someone has to decide whether you are sixty and whether the person beside you is your spouse. The good news is that the two institutions involved — the National Civil Registration Authority and the National Social Security and Insurance Trust — both publish what they do, and the sequence for putting a record right is short. The paperwork takes time, though, which is why this guide also covers keeping a small income moving while it runs. Why does a date of birth become a problem at exactly the wrong moment?
Because nobody checks it until money depends on it, and by then three separate files exist.
Three records, three chances to disagree
Your civil record sits with the National Civil Registration Authority. Your contribution record sits with the National Social Security and Insurance Trust, tied to a social security number which, the Trust states, never changes across your working life. Your employment file sits with whichever employers you had. Each was filled in by a different person from a different document. A retirement claim asks all three to say the same thing.
The exposure is specific to your generation
If you were born before civil registration reached your district, you may have no birth entry at all, only a baptismal card, a school admission record or a sworn declaration. That is not an unusual situation and it is not a dead end, but the route to fixing it is different from the route for correcting an existing entry — and, as the next section shows, the law treats a very late first registration differently from a correction.
What the civil registration law actually requires
The National Civil Registration Act 2016 sets the deadlines, and the authority publishes them on its own site.
Ninety days, then a late registration
Section 45(1) of the Act makes it compulsory for parents to register a birth no later than three months, or ninety days, from the date of birth, and registration inside that window is free, according to the National Civil Registration Authority's own guidance page consulted on 12 August 2026. After ninety days it becomes a late registration and a fee applies. Note the currency trap when you check that fee: the figure published in the guidance is written in the old leone notation, and one thousand old leones equal one new leone, so ask at the counter for the amount in new leones before you hand anything over.
The twelve-month bar, and the consent that lifts it
Section 46(1) prohibits the authority from registering a birth more than twelve months after the date of birth without the written consent of the Director-General. For anyone approaching retirement without a birth entry, that single sentence is the whole procedure: the registration is not impossible, it requires an authorisation from the top of the institution, and that authorisation takes time to obtain. Start it months before you need the certificate, not weeks.
Where you go
The authority states that it has offices across the country, including in the sparsely populated districts of Falaba and Bonthe Island. You do not have to travel to Freetown to begin. Confirm opening arrangements at your district office before travelling, particularly if you are coming in from a chiefdom.

Correcting or obtaining a record: the services that exist by name
Knowing what a service is called saves an entire wasted journey, because you can ask for it precisely.
What the service list contains
The authority's services are listed on the national eServices portal, consulted on 12 August 2026, and they include Correction of Personal Information, Change Request, Search and Verification, Search and Certified True Copy of Birth Certificate, Late Birth Certificate for a child aged three to six months, Death Registration, Certified True Copy of Death Certificate, Registration of Marriage Certificate, Registration of Divorce Certificate and Registration of Citizenship. If your problem is a wrong spelling or a wrong date on an entry that exists, the service you want is a correction, not a fresh registration. Asking for the wrong one is what sends people home to come back another day.
The National Identification Number, and why the price is not the obstacle
The authority states that all citizens and non-citizens resident in the country are required by the 2016 Act to register, and that registration is available from age zero upward. Registration for a National Identification Number is free, according to the authority's published guidance. You present one form of identification — a birth certificate, passport, driver's licence or voter identity card. A registration officer enters your details into an electronic device, you check them on screen before they are committed, and you receive a receipt carrying the number, alongside fingerprints and a photograph being captured. The moment to catch an error is the on-screen check, not afterwards.
Events that happened outside the country
Registration of Overseas Births and Registration of Overseas Death both appear on the service list. Families with members who were born, married or died abroad should ask about these by name rather than assuming a foreign certificate will simply be accepted at a domestic counter.
What does the pension scheme check, and what does it pay?
The National Social Security and Insurance Trust publishes its qualifying conditions in full, and they turn on two things: your age and your months.
The 180-month rule, and how the percentage is built
A full pension requires a minimum of 180 months — fifteen years — of contributions in aggregate, and the national retirement age is 60, according to the Trust's own published material consulted on 12 August 2026. At 180 months the pension is 30% of the average of your best sixty months of earnings, with 2% added for each additional year of contributions, capped at 80%. A gratuity equal to twelve months of the initial pension is paid as a lump sum on retirement. This is why the date of birth argument matters in cash terms: it moves both your entitlement date and the window used to calculate the average.
Below 180 months, and from 55
If you have fewer than 180 months and are at least 55, the scheme pays an Old Age Grant instead, calculated as 1.5 times your average monthly earnings for each twelve months of contributions. An invalidity claim requires a minimum of 60 months, of which 12 must fall in the 36 months preceding the invalidity.
What a survivor receives
Survivor entitlements are split 40% to the spouse and 60% to nominated children, payable until age 18, or 23 if the child is still in education. That split is exactly why an unregistered marriage and an unregistered birth are not private matters: they decide who can claim. Pensions themselves are paid no later than the 25th of each month.

On a mobile wallet or an account you already use. Mobile money agents numbered 117,419 at the end of December 2025 against 67,149 a year before, on the Bank of Sierra Leone's count, so converting a balance to cash no longer means a trip to a city.

Sequence matters more than speed, because each step produces the document the next step needs.
Before you travel to an office
Write down, on one sheet, the date of birth and spelling that appears on every document you hold, and mark which one you believe is correct and why. Gather whatever supports it — a baptismal record, a school register entry, an old identity document. Decide whether you need a correction or a first registration, because the counters and the forms differ.
At the counter
Ask for the service by its published name. Check every field on screen before the officer commits it, and keep the receipt with the reference number. If your case falls beyond twelve months from the date of birth, ask explicitly what the Director-General's written consent requires in your district.
After the correction
Take the corrected certificate to the social security office and ask for your own file to be aligned to it, then request a statement of your contribution months. Only when the two agree should you lodge the claim. A member who arrives with matching documents is asking for a calculation; a member who arrives with contradictory ones is asking for an investigation.
