What a cancellation clause is actually made of

Strip away the language and every workable clause answers three questions. If your arrangement leaves any of the three unanswered, you do not have a cancellation policy; you have an expectation.

The event, the deadline and the amount

The event is what triggers the right to cancel: you cancel, they cancel, the room is unavailable, the dates change. The deadline is the point after which the right narrows or disappears, expressed in days before arrival. The amount is what comes back, expressed as a figure or a percentage, and — critically — by which route it comes back. Deposit, advance and holding fee are three different things

An advance is part payment of the price and reduces the balance. A deposit against damage is money held to be returned in full if nothing is damaged. Ask which of the three you are paying, in those words, and write the answer down.

Does your payment leave a trace anyone else can read?

This is the part most people skip, and it is the part that decides the outcome. Sierra Leone actually offers several rails that generate evidence, so choosing the weakest one is a choice rather than a necessity.

Cash is the weakest position, even with a receipt

A handwritten receipt proves what the writer chose to write. It carries no independent record of the date, the amount or the identity of the recipient. If cash is genuinely the only option, insist the receipt names the property, the dates, the amount, the words describing what the money is for, and a phone number — and photograph it immediately.

Mobile money leaves a message with a reference

Mobile money is the mass payment method of the country, and the transaction confirmation carries a reference, an amount, a timestamp and a counterpart number. The network behind it is dense. The Bank of Sierra Leone counted 117,419 mobile money agents at the end of December 2025, against 67,149 twelve months earlier. Send to a registered number, not to a friend of the owner, and keep the message rather than clearing it.

Bank transfer, and the instant rail that now exists

Do not assume the country runs on cash and wallets alone. The national payment switch launched instant payments in October 2024, linking twelve banks and the mobile money operators with real-time transfers between bank accounts and mobile wallets, and a domestic Card Switch launched in April 2023 now covers all thirteen commercial banks. Getting terms in writing when nobody offers a contract

Most bookings here are agreed by phone or message, and no one produces a document. That is not an obstacle: a message thread is written evidence, and you can create it yourself in two minutes.

The five lines to send before you pay

Send one message that states the property name, the exact dates, the total price, what the payment you are about to make is called, and the cancellation terms as you understand them. Ask the other party to reply confirming. Their reply is your contract. A one-word confirmation to a precise message is worth more than a long conversation nobody recorded.

Ask whether the price includes the 15% tax

The Goods and Services Tax applies at a single rate of 15% on most goods and services, and businesses with annual turnover above SLE 500,000 are required to register for it. A quoted rate that turns into a higher rate at check-out is one of the commonest disputes, and it is avoided by a single question. If the business is registered, it can issue a tax receipt — a document that identifies the seller far better than a note on a pad.

Establish who the counterparty actually is

The person who answers the phone is not always the person who holds the money. Ask who owns the property, whether the number you are paying belongs to that owner or to a manager, and whether the confirmation is being given on the owner's behalf. Where the answer is vague, reduce your exposure by paying less up front.

Cancellation terms are drafted for the seller's risks. Yours are different and worth anticipating.

The estuary between the airport and the capital

Lungi airport is separated from Freetown by the estuary. Every arrival and departure therefore depends on a water or road crossing that a booking made abroad rarely accounts for. If your stay is tied to a flight, ask for terms that reference arrival day flexibility rather than a fixed check-in hour, and put the flight number in the confirmation message.

Prices that move underneath a long booking

Twelve-month inflation stood at 14.77% nationally in June 2026, and the restaurants and hotels category alone rose 17.77% over the year, according to the Consumer Price Index release from Statistics Sierra Leone published on 15 July 2026. Prices also diverge sharply by region: Western Area ran at 21.38% over the year against 2.51% in the North-West. A price agreed for a stay several months away is worth fixing explicitly in the message, because the seller has every incentive to reprice it and, in Freetown especially, a real reason to.

Changing dates is not the same as cancelling

Sellers usually prefer a moved booking to a lost one, so ask about a date change before you ask about a refund. Agree in the same message what happens if the new dates are unavailable, otherwise you have converted a clear cancellation right into an open-ended credit.

Longer stays and rental advances

The same logic applies to housing, with higher stakes and a thinner information base. No rent levels are published by any official source in Sierra Leone, so nobody can tell you what a fair figure is. What is published is the direction: the housing, water, electricity, gas and other fuels category rose 81.33% over the twelve months to June 2026, the sharpest rise of any category in the basket.

A rental advance is not a cancellation clause

Paying several months up front is common and is a straightforward transfer of risk to you. If you pay in advance, the written terms should say what happens if you leave early, if the property becomes uninhabitable, and if the landlord sells. Silence on those points is not neutral; it favours whoever is holding the money.

Photograph the property on the day you take the keys

Dated photographs of every room, the meter reading and any existing damage take ten minutes and settle almost every deposit argument that follows. Send them to the landlord in the same message thread so the record is shared rather than private.
