Choosing a bank in Sierra Leone when nobody publishes their fees: the six things you can actually compare

No Sierra Leonean bank publishes a tariff schedule, so a fee comparison is impossible to write honestly. Here is what is published, and what it tells you about where to open an account.

No commercial bank in the country publishes a tariff schedule, the Bank of Sierra Leone does not compile one, and any table of monthly charges you see online was assembled by somebody who was guessing.

That leaves a better question, and one that can be answered from public sources: given that price is invisible, what is visible, and which of it should decide where a first salary lands? Quite a lot, as it turns out. The Bank of Sierra Leone's Financial Stability Report 2025 records thirteen commercial banks at the end of 2025, following Access Bank's acquisition of Standard Chartered Bank (SL) Limited. It also records how they behave, and that behaviour is more useful than a price list would be.

One point before the detail. If the reason you want an account is that money has started arriving from somewhere, be precise about where it arrives. Because the information does not exist in public form. This is not a gap in one blogger's research; it is a structural feature of the market, and recognising it saves you from the worst decision you can make, which is trusting an invented number.

No tariff schedule is published, by anyone

The central bank publishes a register of licensed institutions, a financial stability report and a great deal of aggregate data. It does not publish account charges, and neither do the banks in any consolidated form. The consequence is practical: the only way to find out what an account will cost you is to walk into two or three branches and ask for the schedule of charges in writing, before you sign anything.

Ask for it on paper, ask what triggers each charge, and ask what happens to a dormant account. Those three questions, asked in three branches, produce a better comparison in one afternoon than any article can give you.

What the banks do publish, indirectly

The aggregate picture is public, and it is blunt. The Financial Stability Report 2025 puts banks at 85.7 per cent of the assets of a financial system that held 348 institutions at the end of December 2025, up from 322 a year earlier. Total system assets grew 19 per cent over the year and bank assets grew 22 per cent. A sector growing at that rate is not a sector under pressure to compete on the price of a current account, which is part of why no price list exists.

The three kinds of bank in Sierra Leone, and what each is for

Thirteen names sounds like a wide choice. In practice they fall into three groups, and the group tells you more than the name does. Deciding which group you belong in takes about a minute and removes most of the confusion.

State banks, foreign banks, national private banks

Two of the thirteen are state-owned: Sierra Leone Commercial Bank and Rokel Commercial Bank, both with head offices on Siaka Stevens Street in Freetown. Nine are foreign-owned, a majority of them Nigerian — Guaranty Trust Bank, Access Bank, United Bank for Africa, Zenith Bank, First Bank and Ecobank among them. Two are nationally owned private banks, including Union Trust Bank and Commerce & Mortgage Bank.

The split matters because it maps onto what each group is habitually used for. Public salaries and NASSIT pensions run through the state banks. The foreign-owned banks are where the app, the card and the branch network aimed at private-sector employees tend to be. If your employer already pays into one of them, the friction of matching them is usually worth more than any charge you would save by not doing so.

Where they all have their head office

All thirteen are headquartered in Freetown, along with the central bank and every regulator. If you live in Kenema, Bo or Koidu, the relevant question is not which bank is cheapest but which one has something in your town — and that is a question only a local branch list answers.

Which single number should change your expectations?

If you take one figure away from this article, take this one, because it explains more about Sierra Leonean banking than any comparison of charges would.

Your bank is not going to lend to you

The Bank of Sierra Leone reports a loan-to-deposit ratio of 31.6 per cent for 2025, against a regulatory reference of 80 per cent, with 40.8 per cent of banking assets held in government securities. The ratio was 22 per cent in 2024, so the direction is improving from a very low base. What it describes is a system that takes deposits and lends them to the state rather than to households.

Open an account for what it does well — receiving a salary, holding money safely, giving you a card and a record — and do not build a plan around borrowing from it. A young worker who chooses a bank on the strength of an advertised loan product is optimising for the thing the sector does least.

The rails are shared, so the differences are smaller than they look

Sierra Leone runs a national card switch, launched on 29 April 2023 with six banks, and the Financial Stability Report 2025 records all thirteen commercial banks as fully integrated into it. That means interbank ATM withdrawals, balance enquiries and card payments at terminals work across the network rather than only inside your own bank. Since October 2024 the Salone Payment Switch has added instant payments, connecting twelve banks and the mobile money operators for real-time transfers between bank accounts and mobile wallets.

Both facts push in the same direction. The rails are national, so choosing between two integrated banks changes less than it once did, and the meaningful gap is now between having a formal account at all and not having one.

Making a first account earn its keep with I am Beezy

An account is only worth its charges if something regular flows through it. For a young worker whose salary arrives once a month and leaves within a fortnight, the useful move is a second inflow that arrives on a different rhythm.

The mechanism, plainly

PayPal appears nowhere in the Bank of Sierra Leone's material on the national payment system, so do not build anything on it. Open the wallet first, on a SIM registered to you, and treat the bank account as where money moves to rather than where it arrives.

What the instant switch changed

Before October 2024, getting money from a wallet into a bank account was slow enough that most people simply did not bother. With the Salone Payment Switch connecting twelve banks and the wallets in real time, the two now behave as one system, and holding both stops being duplication. That is the single strongest argument for opening an account at all.

Questions worth asking at the counter

What do I need to open an account?

Identity documents and a branch visit, and the exact list varies by bank. Phone the branch you intend to use and have them read it out, because turning up twice is the most common waste of a morning in this process.

Will my card work when I travel?

Treat it as if it will not. The card switch is a domestic system, and the central bank recorded the international gateway phase of the interoperability programme as not yet implemented at 31 December 2025. Ask your bank directly what its cards do outside Sierra Leone, and get the answer before you need it rather than at an airport.

Should I open more than one account?

Rarely, at the start. Two accounts mean two sets of charges you cannot see in advance and two dormancy risks. One account you use plus one wallet you use is the combination that suits most people in their first working years.

What to do this week

Skip the search for a cheapest bank; it cannot be answered from public information and anyone claiming otherwise is inventing. Instead, work out which of the three groups fits how you are paid, visit two branches and ask each for its schedule of charges in writing, check what is physically present in your town, and assume borrowing is not on the menu. Set up a mobile wallet in your own name first, because that is where money actually arrives, and use the instant switch to move it into the account when it suits you.
