Two people look at the same damaged roof and give you two figures that do not resemble each other. Without a way to test either one, most households pick the lower number and hope. That is how a job ends up half finished and paid for twice. There is a better method, and it costs nothing: five checks, all of them things a legitimate tradesperson can produce on the spot, plus one rule about tax that immediately tells you whether the paper in your hand is a quote or a wish. Why 2026 is the hardest year to compare a quote
You are not imagining the confusion. The market for building work on this island is genuinely disordered right now, and both prices and availability reflect that.
The reconstruction is still absorbing the trade
Hurricane Melissa struck on 28 October 2025 as a category five storm. The damage, loss and additional costs were assessed at 1,953 billion Jamaican dollars, equivalent to 12,232 million United States dollars, or 56.7 per cent of the 2024 gross domestic product — more than four times the cost of Gilbert, previously the most expensive event in the country's history. Six parishes were named most affected: Westmoreland, St Elizabeth, St James, St Ann, Trelawny and Manchester. Every competent roofer, mason and electrician in those parishes has more work than time, which changes both what they charge and how carefully they quote.
The paperwork side has contracted, not expanded
It would be reasonable to assume a construction boom. The measured picture is the opposite: construction value added fell 3.5 per cent in the fourth quarter of 2025, National Housing Trust housing starts fell 66.7 per cent, and the value of mortgages disbursed fell 12.4 per cent to 5.5 billion Jamaican dollars. Formal, financed building slowed while informal repair demand surged. That gap is where unverified operators appear, and it is why the checks below matter more this year than last.
What has to be on the paper before it counts as a quote?
A number written on the back of a receipt is not a quote. It is an opinion. Before you compare anything, insist the document carries enough detail that two of them can be laid side by side.
Labour and materials separated, and dated
Materials move with import prices and with demand; labour moves with scarcity. If they are fused into one figure you cannot tell which one has risen, and you cannot check whether a later increase is justified. Insist on a date on the quote as well, because a materials price is only meaningful with one attached. Twelve-month inflation stood at 6.7 per cent in June 2026, above the Bank of Jamaica's four to six per cent target range, and the housing, water, electricity and gas division rose 0.5 per cent in that single month — a quote from two months ago is not the same document as a quote from today.
The tax invoice rule, and what it exposes
This is the check almost nobody applies and it is the most powerful one. If a quote adds the General Consumption Tax, the resulting document has to be a tax invoice, and Tax Administration Jamaica sets out exactly what one must display: the words "Tax Invoice" shown prominently, the name, address and General Consumption Tax registration number of the registered taxpayer issuing it, the rate of tax and the amount of tax payable, and the total consideration including the tax. If a quote charges you the tax but carries no registration number, you are being asked to pay a tax to somebody who has not shown they are entitled to collect it.
Why many honest tradespeople will not be charging it at all
The registration threshold sits at 15,000,000 Jamaican dollars of taxable supplies over twelve months, or an average of 1,250,000 Jamaican dollars per month over a shorter period, raised to that level on 1 April 2025 to relieve smaller businesses. A one-van operation is nowhere near it. So a quote without any tax line is entirely normal and is not a warning sign; a quote with a tax line and no registration number is.

The five checks that cost you nothing
None of these requires a lawyer, a fee or a favour. All five can be done between the first visit and the deposit.
The Taxpayer Registration Number and the compliance certificate
Ask for the Taxpayer Registration Number, and then ask whether the person holds a Tax Compliance Certificate. That certificate is described by Tax Administration Jamaica as proof that returns and payments of tax liabilities and wage-related statutory deductions are up to date, and a first-time business applicant has to produce clearance letters from the National Housing Trust, the National Insurance Scheme, the HEART Trust and Tax Administration Jamaica to obtain one. Trade certification through the national system
Jamaica certifies skills through the National Vocational Qualification of Jamaica, awarded under the national council for technical and vocational education and training, with the HEART Trust as the training body behind it. Ask which level the person holds and in which occupational area. It is a fair question, it embarrasses nobody who has one, and the awarding body publishes the list of skill areas available for assessment, so the answer you get is checkable rather than rhetorical.
The three checks people skip
First, ask for two addresses of finished work in your own parish and go and look. Second, ask who exactly will be on site — the person quoting is not always the person working, and a helper's competence is what you are actually buying. Third, be clear that registration with the public procurement body is not the check you think it is: that registration governs bidding for government contracts above a set value, not household repairs, so its absence tells you nothing about a domestic job.

How fast does the fund grow? Work from a reference range of 5 to 15 euros a day, and do your own arithmetic rather than trusting a converted headline: no Jamaican-dollar equivalent of that range has been published, and the rate you would apply today is not the one you would have applied in June. Take the conversion from the central bank's counter rates on the day you set the target, remembering that this market prices against the United States dollar before it reaches a euro.
How do you tell an expensive quote from a dishonest one?
Expensive and dishonest are different problems with different solutions. A high quote from a well-documented tradesperson is a negotiation. A low quote from an undocumented one is a risk.
Test the labour line against the legal floor
You have a public benchmark for labour. The national minimum wage stands at 400 Jamaican dollars an hour, or 16,000 Jamaican dollars for a forty-hour week, with overtime at 600 Jamaican dollars an hour and 800 Jamaican dollars an hour on a rest day or public holiday, in force since 1 June 2025 under the National Minimum Wage Amendment Order 2025. That is a floor for unskilled hours, not a rate for a skilled trade, and a skilled day should sit well above it. Its use is diagnostic: a labour line that works out below that floor means either the days have been understated or somebody on site is being underpaid, and both usually end in a second bill. The order is revised with effect from 1 June, so confirm the current figure before you rely on it.
Read the payment schedule, not the total
The total is the number everyone argues about; the schedule is the number that decides whether you get the work. Deposits tied to material purchases with receipts, stage payments tied to visible completion, and a retained final portion released after you have inspected — that structure protects both sides. A schedule of equal payments on fixed dates protects only one.

Before you hand over a deposit
Get three quotes if you can and two if you cannot, insist all of them separate labour from materials and carry a date, and apply the tax invoice rule to any that adds the consumption tax.
