What happens next in Ghana depends far less on who is right than on who has the better file, because there is no single consumer authority that will simply take your side and enforce it. Redress here is assembled from a general sales law, a set of sector regulators, and the courts.

Who do you complain to when the shop says no?

What Ghana has is a set of sector regulators with real powers within their own field. The Bank of Ghana supervises banks and licensed payment service providers and operates a consumer recourse mechanism for financial service providers. Identify which one owns your product before you write to anyone.
The order of escalation
Go to the shop first, in writing, with a deadline you set yourself. Then the head office or the importer, again in writing, attaching the file. Then the relevant regulator. Each step expects evidence that you used the previous one, so keep copies of everything you send and note the date it was sent. Skipping a rung usually returns you to it a fortnight later.
What a regulator can and cannot do for you
Regulators can investigate, sanction, and require a business to change its conduct. They are generally not a mechanism for compensating you personally and quickly.
