Two things about paying for healthcare in Norway surprise people who have contributed to the system for forty years. The first is that you pay something at almost every visit, at a rate fixed in advance rather than invented by the practice. The second is that the paying stops on its own: once your approved charges cross an annual ceiling, an exemption card is issued automatically and you file nothing at all. Understanding where that ceiling sits, and what counts towards it, is what turns an unpredictable health year into a budget line — and a steady trickle from an app such as I am Beezy is one way to fill that line before the bills arrive.
What you actually pay at the fastlege
The charge is called an egenandel, and it is a fixed contribution per contact rather than a share of the real cost.
What an egenandel is, and what it is not
It is not an insurance excess, and it is not negotiable at the desk. The rate depends on the type of contact, on the time of day, and on whether the doctor holds a specialist qualification in general medicine. Helsenorge, the public health portal, publishes the full table.

These figures come from helsenorge.no, consulted on 12 August 2026. A consultation at the legevakt, the out-of-hours service, carries the same rates as a GP consultation, and so does a consultation with a municipal online doctor.
Why the evening rate exists
The gap between the daytime and evening rate is a price signal, not a penalty: the system is telling you that the same problem costs you less inside opening hours. The one exception worth noticing is the e-consultation, which is charged at the daytime rate whatever the hour.
The cheaper contacts people forget to use
Not every dealing with a practice is a consultation. Helsenorge lists a separate rate for a simple patient contact — attending in person or sending someone, or a contact that results in a sick note being written or a referral to a specialist — at 64 kroner in the daytime and 62 kroner in the evening. Laboratory tests are charged at the same 64 kroner. If what you need is a renewed sick note or a referral, asking for it as a simple contact rather than booking a full consultation is a legitimate saving of well over a hundred kroner, and it frees an appointment slot for someone who needs the room.
Who does not pay an egenandel at all?
Several groups are outside the charge entirely, and one of the exemptions changed this month.
Everyone under 18, since 1 August 2026
Helsenorge states that from 1 August 2026, 16- and 17-year-olds no longer pay an egenandel, which means the full under-18 age group is now exempt. If you are helping a grandchild, that is a change worth knowing about, and it is recent enough that many households have not registered it.
Pregnancy check-ups and occupational injury
Pregnancy check-ups are free of charge. So are services covered by an approved occupational injury decision. Recipients of the minimum pension are exempt from the egenandel on medicines and medical supplies dispensed on blue prescription — a point that matters more to a retired household than almost anything else on this page, because prescription charges recur every month rather than once a year.
What sits outside the system
Only certain dental conditions count towards the annual ceiling, so most dental treatment falls outside it and is paid in full. Do not plan a health budget on the assumption that the ceiling covers everything a doctor might send you to.
The ceiling that turns your spending into a frikort
This is the mechanism that makes the Norwegian system predictable, and it works without you doing anything.
3 278 kroner in 2026
Helfo, the health economics administration, publishes an egenandelstak of 3 278 kroner for 2026, unchanged from 2025 (helfo.no, consulted 12 August 2026). Helsenorge states the consequence in one sentence: you receive a frikort for health services within three weeks of having paid more than 3 278 kroner in approved egenandeler in 2026. From that point, the covered services cost you nothing for the rest of the calendar year.

Stays at rehabilitation institutions holding an agreement with a regional health authority, and treatment trips abroad arranged through Oslo University Hospital, also count. Providers report approved charges to Helfo at least every fourteen days, which is why your running total is never quite live.
The presence of patient travel in that list deserves a moment, because it is where Norwegian geography meets a Norwegian budget. This is a country where Oslo, with 729 799 inhabitants in its municipality at the start of 2026, and Tromsø, with 80 114, sit at opposite ends of a very long map, and specialist care is not distributed evenly between them. For a household outside the large towns, the journeys to appointments can reach the ceiling faster than the appointments themselves. If you travel to care, keep the trips in the same count as the consultations rather than treating them as a separate, invisible expense.
There is no claim to file
Your egenandeler are registered against you automatically, and if you have paid too much, the amount you are owed is refunded automatically. Nobody in Norway needs to assemble a folder of receipts to be reimbursed for ordinary care. What you do need to do is check the running total, which is the subject of the last section.

Why a fixed ceiling changes the calculation
Because the ceiling is known in advance, the health part of your year has a maximum. An expense with a maximum can be provisioned, and a small daily amount provisions it quietly instead of arriving as a shock in February.
Is this the same frikort as the tax one?
No, and this is where the Norwegian vocabulary quietly costs people money. Two entirely different documents share one word.
Two frikort, two administrations
The frikort for health services is issued by the health administration once your egenandeler pass 3 278 kroner, and it stops you paying for care. The tax frikort is issued by Skatteetaten, applies when you earn 100 000 kroner or less in a year, and stops you paying income tax. Nothing connects them: different bodies, different thresholds, different effects.
The tax frikort in one paragraph
Skatteetaten states that if you earn 100 000 kroner or less in a year you pay no tax, a limit anchored in folketrygdloven § 23-3, which provides that no contribution is payable on income up to 99 650 kroner. It is electronic, issued automatically from the age of 13, and collected by the employer rather than sent to you. If a pensioner takes a small paid activity alongside a pension, that is the frikort in question — not the health one.
One further distinction is worth carrying into any decision about paid activity in retirement. For the 2026 income year the Storting set the trygdeavgift at 7,6 % on salary, 10,8 % on self-employed income and 5,1 % on pensions, in its decision of 18 December 2025 no. 2748. The same krone therefore carries a different contribution depending on where it comes from, which is a reason to know what you are being offered before you accept it. Alongside that, the standard personal allowance for 2026 is 114 540 kroner in class 1, and the pension deduction is capped at 75 400 kroner against 95 700 kroner on salary income.
Why the confusion is expensive
People assume a health frikort exempts them from something fiscal, or that a tax frikort covers a pharmacy bill. Neither is true, and the belief usually surfaces at the counter, at the worst possible moment. Say which frikort you mean, every time.

Check your running total
Helsenorge shows your registered egenandeler and your frikort status once you log in with the national electronic ID. Look at it in the autumn rather than in December: if you are close to the ceiling, planning a postponed appointment before the year turns can be the difference between paying and not paying.
If you think you have paid too much
Overpaid amounts are refunded automatically, but automatic does not mean instantaneous, and providers report at fortnightly intervals. If a charge is missing from your total, the practice that took the payment is the place to ask first, not the health administration.
The three things worth doing this month
Note the ceiling of 3 278 kroner somewhere you will see it. Ask your pharmacy whether your regular prescriptions are on blue prescription, because that is what makes them count. Check whether an appointment could be moved into daytime hours, where the rate is lower.
