Dry spells in the United Kingdom rarely last long enough to justify the systems sold for hotter countries, and they last far too long to be ignored. That awkward middle is where most growers, smallholders and allotment tenants sit: needing water in July, unwilling to build a farm-scale scheme for six weeks a year. The good news is that the decisions are few and the regulator's line is unusually clear. The bad news is that the cheapest-looking option often has the highest running cost. What are you actually paying for when you water?
Three separate costs hide behind one word, and confusing them is why people buy the wrong system.
The kit, the water and the energy
The kit is a one-off. The water is either metered and billed, or captured and free at the point of use. The energy is whatever moves the water uphill or through a nozzle: mains electricity for a pump, petrol or diesel for a portable one, or gravity, which costs nothing at all. A system that is cheap to install and expensive to run loses to a more expensive one within a few seasons, and the crossing point depends entirely on how many weeks a year you actually irrigate.
The cheapest litre is the one you never lose
Before spending anything, the free levers are worth taking. Water early or late rather than in the middle of the day, water the root zone rather than the leaves, and mulch, which cuts evaporation from the surface where most losses happen on a British plot. Halving the water you need is always cheaper than doubling the water you can deliver. That is not a slogan about efficiency; it is the reason a plot with good mulch survives a dry fortnight while a neighbouring one with a hose does not.
How much water can you take without a licence?
If you are taking water from a stream, a pond, a ditch or a borehole rather than from the mains, this is the question that decides everything else.
The line the Environment Agency draws in England
The guidance is explicit: "If you plan to take more than 20 cubic metres (20,000 litres) a day, you are likely to need an abstraction licence." Rainwater is handled separately
Rainwater harvesting is dealt with through a regulatory position statement rather than sitting in the main exemption list, which is a detail worth knowing before you scale up from a couple of butts to a large covered store. If you are collecting from roofs and holding it for the season, read that position statement rather than assuming the abstraction rules do or do not apply.
The other three nations have their own regulator
The 20 cubic metre figure above is the English rule. Water is a devolved matter, and the body you deal with changes with the border, so confirm the threshold and the paperwork with the regulator for your nation before you install anything permanent.

The four levels of spending, compared
Ordered from least to most expensive to install. The right one is the lowest that meets your peak week, not the one that would cope with a drought you get once a decade.
Level one, hand watering done properly
A can, a hose, mulch and discipline about timing. It is limited by your arms and by how far the tap is, and for a plot measured in beds rather than acres it is still the correct answer. Add a simple timer on the tap only if you are forgetting to turn it off.
Level two, storing your own roof water
The step that changes the economics on a British plot, because the rain arrives at the wrong time rather than in the wrong quantity. Every millimetre of rain landing on a square metre of roof is one litre, so a shed, a barn or a polytunnel end wall becomes a source with nothing more than guttering, a filter and containers. Raise the store so it feeds by gravity and you have removed the energy cost entirely.
Level three, drip lines under a timer
Seep hose or drip line, a filter, a pressure reducer and a timer, fed either from the mains or from a raised store. This is the level that saves water rather than just moving it, because it delivers to the root zone and not to the path. The failure point is filtration: stored rainwater carries debris that blocks emitters, and the filter is the part people leave out.
Level four, pumps, boreholes and winter storage
Abstraction from a watercourse or a borehole, with a pump and often a reservoir filled in winter when water is plentiful. This is a capital project with a permission attached, a running cost and a maintenance schedule. It only makes sense at a scale where a failed irrigation season would cost more than the installation.

What it costs to run once it is installed
Installation is a number you can negotiate. Running cost is a number that repeats every summer, and two of its three components are published.
Electricity for a pump
Under the Ofgem price cap for 1 July to 30 September 2026, the default tariff for a household paying by direct debit is 26.11 pence per kilowatt hour of electricity plus a standing charge of 57.19 pence a day, within an overall figure of £1,862 a year for a typical household. That gives you the arithmetic for a pump: its rated power in kilowatts, multiplied by the hours you run it, multiplied by the unit rate. Note the geography — the cap covers England, Scotland and Wales, while Northern Ireland is regulated by the Utility Regulator and is not covered by it.
Petrol and diesel for a portable pump
On 3 August 2026, average pump prices were 159.89 pence a litre for unleaded petrol and 179.19 pence a litre for diesel, of which 52.95 pence a litre is fuel duty on both, plus 20% VAT. Diesel is the more expensive of the two at British pumps, which reverses the assumption many growers bring from elsewhere. Those figures are published weekly, so re-check them before you build a season's budget on them.
Mains water
No average household water bill is published in a form worth quoting here, and household supply is a regional monopoly rather than a competitive market: Ofwat regulates the sector in England and Wales, Scottish Water is public and bills through the local authority alongside council tax, and Northern Ireland has its own arrangements. The practical step is to read your supplier's charges scheme for the metered rate per cubic metre, then compare it against the storage you could build instead.
Paying for the kit with I am Beezy

The tax line if you also sell what you grow
Selling surplus produce is trading income. The trading allowance covers £1,000 of gross income in a tax year running from 6 April to 5 April, and gross means before your costs come off. Below it there is nothing to declare, though you must keep records; above it you register for Self Assessment by 5 October following the end of that year, and you then choose between deducting your real costs and deducting the flat £1,000, never both.
Which mistakes waste the most water?

Watering the leaves instead of the roots
Overhead watering loses to evaporation and to wind, and it wets foliage in a climate where fungal disease is already the main threat. Drip and seep hose exist to put the water where the roots are, and on a British plot the disease argument is often stronger than the water-saving one.
Irrigating on a schedule instead of on the soil
A timer that runs regardless of the weather waters through a wet week and under-waters in a hot one. Dig a hole with a trowel and look, or fit a soil moisture sensor if the plot is large enough to justify one. The cheapest system with attention beats the most expensive one on autopilot.
Ignoring restrictions and losses
In a dry summer your supplier may restrict hosepipe use, and those restrictions apply to mains water rather than to what you have already stored — another argument for capturing your own. Meanwhile, a dripping connector or a split seep hose wastes more over a season than any efficiency gain you could buy. Walk the line with the system running once a month, and fix what you find that day.
Start at the lowest level that covers your peak week, capture your roof water before you consider a pump, and confirm with your national regulator before taking anything from a watercourse or a borehole.
