Which household is about to buy a two-wheeler, which one has a daughter starting college, which one has been arguing with an insurer since March: in a village of a few hundred families, that is common knowledge rather than market intelligence. It is also the raw material of every referral commission paid in India. What separates the people who earn from it from the people who do not is rarely effort. It is whether they went in through a licensed door or an unlicensed one.
India has an unusual answer here. Three of the four routes to a referral income are written into regulation, with a named examining body, a capped entry fee and a public register. The fourth, the app scheme, has none of that. This article compares all four on the things that decide your month: what it costs to get in, what triggers a payment, who you can chase when the payment does not arrive, and how much of it survives income tax. What does a referral actually have to be worth to the other side?
A company pays for an introduction when the introduction removes a cost it cannot remove itself. Everything else is a favour dressed as a business.
The introduction has a price only where the sale is hard
An insurer in Mumbai cannot cheaply find the household in a Chhattisgarh village that is ready to buy a term policy this month, verify who lives there, and get a form filled correctly the first time. You can. That gap is what the commission pays for, and it is why the routes below are all built around the same figure: a person who lives where the customer lives. If you are introducing customers in a market the company already reaches through its own branch, expect the terms to be thin.
Rural India is where the sale is hard
The gap is measurable in the household budget itself. Monthly consumption expenditure per person in rural India stood at ₹4,122 in 2023-24 against ₹6,996 in urban India, and food alone absorbed 47.04 per cent of the rural figure, according to the MoSPI Household Consumption Expenditure Survey 2023-24. A household spending nearly half its money on food does not walk into a branch to browse products. It buys when someone it trusts explains the thing at the door.
The spread between states is the real market map
The MoSPI survey put rural monthly expenditure per person at ₹9,377 in Sikkim against ₹2,739 in Chhattisgarh in 2023-24, a gap of more than three to one. Two referrers doing identical work in those two states will not earn identical amounts, and no national average will tell you which one you are. Work out what your own district buys before you pick a product to introduce.
Which referral routes are licensed, and which are not?
Three of the four have a regulator, an examining body and a register you can be struck off. That is not bureaucracy for its own sake; it is the reason the commission is enforceable.
The insurance counter: Point of Sales Person
The Insurance Regulatory and Development Authority of India created a deliberately low door into insurance selling. Under the IRDAI Guidelines on Point of Sales Person, a candidate must be at least 10th standard pass, is sponsored by the insurer or intermediary they will work with, and sits an online examination conducted by NIELIT, the government body designated as trainer and examiner. The same guidelines cap the training and examination fee at ₹500, and place that fee on the sponsoring company rather than on the candidate. The IRDAI Master Circular on Point of Sales Products and Persons for life insurance, issued on 3 December 2019, sets the minimum age at 18, requires 10th standard pass, mandates fifteen hours of in-house training before the examination, and requires the successful candidate to be engaged within 15 days of passing. A Point of Sales Person sells only pre-underwritten products approved by the Authority, which is exactly the motor, travel and personal accident business a village counter sees.
The mutual fund route: an exam, then a number
Investment distribution runs through a different regulator. The certification is the NISM-Series-V-A Mutual Fund Distributors examination, run by the National Institute of Securities Markets: 100 questions in two hours, no negative marking, a pass mark of 50 per cent, a fee of ₹1,500 plus gateway charges, and a certificate valid for three years. The certificate is issued only to candidates who have furnished a PAN. Passing it is what lets you apply for an AMFI Registration Number, the ARN under which every commission is then paid and traced.
The village counter: CSC and the bank correspondent
The Common Service Centre network appears inside insurance regulation itself: the IRDAI guidelines list rural authorised persons of CSC-SPV among the persons who may solicit and market all types of insurance policies, alongside agents and brokers. A CSC counter earns per transaction across government and financial services rather than per product sold. Alongside it sits the banking correspondent model built on Aadhaar-enabled payments, the rail that lets a villager withdraw cash and receive benefit transfers without a branch. Direct benefit transfers through the Aadhaar-linked APBS carried 33,854 lakh transactions worth ₹7.2 lakh crore in 2025-26 according to the Reserve Bank of India Annual Report 2025-26, which is the volume that makes a counter viable.
The app schemes with no licence at all
Refer-and-earn programmes inside shopping, payment and gaming applications need nothing from you and owe you nothing beyond their own terms, which they rewrite. They pay fast and small, they cap without warning, and there is no regulator to write to. Treat them as cash flow, never as the business.

The cost that is not money
The insurance door is cheap in cash and expensive in dependence: you are sponsored by one company, and the relationship ends when they end it. The mutual fund door costs more in cash and buys independence, because the ARN is yours and travels with you. The CSC counter costs the most upfront, in equipment and connectivity, and pays the widest range of small transactions. Choose according to how much you can afford to lose if a single company drops you.
The market you are walking into
Insurance is not a saturated referral market in the way people assume, but it is a concentrated one. Life insurers collected ₹1,09,071.75 crore of first year premium between April and June 2026 across 21,51,880 policies, up 16.6 per cent on a year earlier, and the IRDAI attributes 60.10 per cent of that to Life Insurance Corporation alone, against 39.90 per cent for all private insurers combined. Six of every ten first year premiums in India still go to the public insurer, so a referrer working a village is more likely competing with LIC's own network than with a private brand.
The change that reopened every conversation
On 22 September 2025 the GST Council removed goods and services tax entirely from individual life insurance policies, including term, unit-linked and endowment contracts, and from all individual health insurance policies including family floater and senior citizen cover. Every household that bought before that date is holding a policy priced under the old rule. That is a real reason to knock, and it is verifiable against the GST Council's own release rather than a sales pitch.

Bridging the first season with I am Beezy

Can I hold more than one of these at once?
The insurance and investment routes sit under different regulators and different registrations, so they do not collide by design. What does collide is exclusivity written into the contract a company hands you. Read the appointment letter before you sign it, and ask in writing whether it restricts you from representing anyone else.
Is the commission taxable?
It is income, and it is declared. The point most rural referrers miss is where the threshold now sits. Under the new default regime for assessment year 2026-27, the rebate under section 87A goes up to ₹60,000 for taxable income up to ₹12,00,000, which means no tax is payable up to that level of taxable income. Below that, your obligation is to file correctly, not to pay. Keep every commission statement.
What if the company refuses to pay?
This is the whole argument for the licensed routes. If an insurer or an intermediary does not pay a Point of Sales Person, there is an appointment letter, a regulator and a register. If an application cancels your referral bonus, the terms you accepted allow it. Decide which of those two situations you want to be in before you spend three months building volume.

The order that wastes the least time
Pick the product your own street already buys, not the one with the best commission table. Ask one company for sponsorship in writing and read the restriction clause. Sit the examination the sponsor pays for. Keep your first ten introductions in a notebook with dates, because that record is what you will need the first time a payment is disputed.
What changes after ninety days
By then you know your conversion rate and whether your district buys what you are selling. That is the moment to add a second route rather than the first week.
