Managing property in Sierra Leone from abroad: self-manage or delegate, and the one mechanism that decides it

The choice between running a Sierra Leonean property yourself and paying someone to do it turns on a single fact: nothing collects money automatically. Somebody has to be there every month.

The diaspora conversation about property at home almost always starts in the wrong place — with whether to trust an agent, or with what percentage is reasonable. Both are downstream questions. The one that actually settles the matter is mechanical, and once you have seen it the rest of the decision arranges itself.

There is no documented recurring direct debit in Sierra Leone. Neither the automated clearing house nor the national payment switch is described by the Bank of Sierra Leone as carrying a collection mandate, which means nothing in the country pulls money from a tenant's account on a schedule. Every payment has to be pushed, by a person, every single time. That single absence is what makes remote property management in Sierra Leone a question about people rather than about software.

What has changed, and what has not?

Two things have genuinely improved for an absent owner in the last two years, and one thing has not moved at all. Getting the three straight prevents most of the bad decisions in this area.

Moving money got much easier

The instant payments phase of the Salone Payment Switch went live in October 2024, tying twelve banks and the mobile wallet operators into one real-time network, so a transfer between a wallet and a bank account is now a matter of seconds rather than days. The domestic card system that opened in April 2023 has since taken in all thirteen commercial banks. And the agent network has expanded fast: the Bank of Sierra Leone recorded 117,419 mobile money agents at the end of December 2025, against 67,149 a year earlier, a rise of about 75 per cent in twelve months.

For an owner, that means once a tenant has paid, the money reaches you fast and from almost anywhere in the country. The bottleneck moved. It did not disappear.

Collecting money did not

Nothing about instant transfer makes a tenant transfer. There is no mandate, no standing instruction documented by the regulator, and no buy-now-pay-later framework either. Somebody local has to ask, follow up and confirm, twelve times a year. Whether that somebody is you, on a phone, at a distance, or a person you pay, is the whole of the self-manage versus delegate decision.

The six criteria that actually separate the two options

Forget the percentage for a moment. Compare the two approaches on what each of them does with the tasks that recur, because those are the ones that fail when you are eight hours away.

Collection, presence and dispute

Self-managing means you do the asking yourself. It is entirely feasible for one property with a reliable tenant, and it collapses the moment there is a dispute, a repair or a vacancy, because all three need someone physically present within days. Delegating buys presence, and presence is the thing you cannot supply from abroad at any price.

The counterpart is that delegating puts someone between you and your money. Ask how rent will be transmitted, on which rail, and how quickly after collection — the instant switch makes a two-day answer reasonable and a two-week answer a choice rather than a constraint.

Utilities and the meter question

Electricity is a monopoly: the Electricity Distribution and Supply Authority supplies and retails across the country and there is no supplier to choose. No tariff per kilowatt-hour is published, so a service charge that includes electricity cannot be verified by either side, and a prepaid arrangement removes an entire category of argument. Meter prices are published: a single-phase prepaid meter is listed at NLe 2,500, a three-phase prepaid meter at NLe 5,000 and a postpaid meter at NLe 8,000 on the distributor's own site. Note that the site labels these in old leones while the plausible reading is new leones, a mislabelling common enough locally that it is worth checking any local price quotation the same way.

Why can nobody tell you what your property is worth?

Because no rental figure is published by any Sierra Leonean primary source, and this is one of the harder gaps in the country's public data. What is published is the direction, and the direction is dramatic.

The index, and only the index

The housing, water, electricity, gas and other fuels category of the national consumer price index rose 81.33 per cent over the twelve months to June 2026 — by a wide margin the fastest-rising category in the basket, against a national headline rate of 14.77 per cent. Nothing in the official statistics turns that into a rent level for a district or a neighbourhood, so any table of Freetown rents by area you find online comes from an agency or an aggregator rather than from a statistician.

Use the index for what it is good for: it tells you that a figure agreed two years ago is badly out of date, and that a lease which fixes a service charge in nominal terms for several years is a promise the owner will regret.

Where inflation actually lands

The national rate hides a very wide spread. In June 2026 twelve-month inflation was 21.38 per cent in the Western Area and 2.51 per cent in the North-West, with the Northern region at 16.29 per cent, the Eastern at 8.74 per cent and the Southern at 8.48 per cent. A property in Freetown is exposed to price pressure of a completely different order from one in the north-west, and that belongs in your review schedule rather than in a footnote.

Keeping an income running while a property does not, with I am Beezy

Vacancies, arrears and repairs all have the same effect: the property stops paying for a while and the obligations do not. An owner abroad with only one income line from home feels every one of those months.

The mechanism

I am Beezy credits a user for each piece of content viewed — videos, articles, advertisements — and settles the total onto the payment method that user already holds. The band the platform publishes as its reference is 5 to 15 euros a day, which at the 26.3086 reference rate quoted by the Bank of Sierra Leone on 5 August 2026 comes to roughly NLe 132 to NLe 395. The leone is not pegged, so treat any conversion as a snapshot.

The channel, and one thing not to assume

Payouts here go through mobile money, the channel under central bank supervision, with Orange Money and Afrimoney among the named services. PayPal is not attested anywhere in the central bank's own material on payment channels for this country. If you are setting the account up for a relative at home rather than for yourself, establish which wallet they hold and whose name the SIM carries before you do anything else.

Do not run it through the caretaker

Whatever arrangement you make with someone on the ground, keep your earnings separate from the property's money. Mixing the two is how a caretaker relationship turns into an accounting dispute, and it is entirely avoidable by using two different accounts from the start.

Questions owners abroad ask too late

Can I use my Sierra Leonean card from abroad?

Plan on the basis that you cannot. Interoperability in Sierra Leone was built domestically first, and at 31 December 2025 the central bank still described the international gateway stage of that programme as not yet implemented. Put the question to your bank in writing and get the answer filed before a trip, not during one.

What tax applies to rental income?

The general rules apply and the thresholds are the ones set for everyone. Annual turnover of NLe 10,000 or less puts a person in the micro taxpayer band, exempt from income tax under section 6 of the Finance Act 2020, with the small taxpayer band running above that to NLe 500,000 under section 7 of the Finance Act 2025. NLe 500,000 is also the registration threshold for the goods and services tax. Take the specific treatment of rents to the National Revenue Authority rather than to a forum.

Is a written agreement worth the trouble?

Always, and especially where nothing is published. Every gap in official data — rent levels, electricity tariffs, service charges — is a gap that a written agreement fills and a verbal one leaves open. Name who buys the electricity units, on what date rent is due, on which channel it is sent and what happens when it is late.

How to decide, in one afternoon

Ask yourself who is going to make the collection happen every month, because no system will do it for you. If you have one property, a settled tenant and a trusted relative nearby, self-managing works and the instant switch has made the money side of it quick. If any of those three is missing — more than one unit, turnover of tenants, nobody you would call at short notice — you are buying presence, and presence is what a local manager sells. Fit a prepaid meter either way, put a review clause in rather than a fixed service charge given how fast housing costs are moving, keep your own records for tax, and check which region's inflation you are actually exposed to.
