Nobody discovers a missing document at a convenient moment. It happens at a DMV counter with an appointment slot burning, or three weeks before a flight. The federal requirements are published in full and have not moved, so the whole problem is solvable in advance. Since 7 May 2025, under 6 CFR 37.5(b), federal agencies may not accept a driver's licence or identification card for official purposes unless it is REAL ID compliant and issued by a state DHS has determined to be in full compliance. Agencies running a phased enforcement plan must reach full enforcement no later than 5 May 2027.

What follows is the document list as the regulation states it, the address problem that catches students specifically, and the passport fee items exactly as they appear in the Schedule of Fees for Consular Services. Nothing here is a guess about your state's counter procedure, which varies — it is the federal floor every state has to meet.

Which ID do you actually need, and by when?

REAL ID, in plain terms

A REAL ID is your ordinary state driver's licence or state ID card, issued after the DMV verified a specific set of documents. It is not a separate credential and it is not federal. What changed is what a non-compliant card can no longer do: federal agencies will not accept it for official purposes, which is why the airport queue became the place most people found out.

Cards issued under the rule are valid for a period not to exceed eight years, and may be shorter where other state or federal requirements apply. If your card predates your state's compliance, the renewal is where you present the documents below.

Passport book, passport card, or state ID

A passport book works everywhere a REAL ID works and travels internationally. A passport card is cheaper and serves as federal identification, with land and sea limits on where it can be used to enter the country. A REAL ID licence is the cheapest of the three if you are getting or renewing a licence anyway. Students who plan any international travel inside four years generally save money by going straight to the book rather than paying twice.

One identity document, from a closed list

Section 37.11(c) requires at least one source document to establish identity, and the acceptable list is finite: a valid unexpired US passport; a certified copy of a birth certificate filed with a state office of vital statistics; a Consular Report of Birth Abroad on Form FS-240, DS-1350 or FS-545; an unexpired Permanent Resident Card, Form I-551; an unexpired employment authorisation document, Form I-766 or I-688B; an unexpired foreign passport with a valid unexpired US visa and the approved I-94; a Certificate of Naturalization, Form N-550 or N-570; a Certificate of Citizenship, Form N-560 or N-561; or an existing compliant REAL ID card. The same document establishes your date of birth, so one item covers two requirements.

Note the word certified. A hospital souvenir certificate with footprints is not a vital statistics record, and it is the most common rejection at the counter.

Proof of your Social Security number

The rule asks for your Social Security Administration account number card. If it is not available, the regulation permits documents bearing your SSN instead, and names a W-2 form and an SSA-1099 among them. A first-year student who has never worked may have neither the card nor a W-2 — request a replacement card before booking the appointment, not after.

Two documents proving your principal residence

This is the requirement that fails students. To document the address of principal residence, section 37.11(f) requires at least two documents of the state's choice showing your name and your principal residence, and a street address is required. A dorm room, a sublet where the lease is in a friend's name, and a family home you no longer sleep in each fail this differently.

Evidence of lawful status, plus the parts nobody warns you about

A DMV may issue a REAL ID only to someone who has presented satisfactory evidence of lawful status. For most of the identity documents above, verification of the document also establishes status; for the employment authorisation document and the foreign passport route, a second document is needed. Two further requirements apply to everyone: a mandatory facial image capture, and a declaration signed under penalty of perjury that the application is true and correct.

What a passport costs, item by item

The fees that apply to a first application

Passport fees are not one price; they are a stack of separate items set in regulation, which is why quoted totals differ so much online. Under the Schedule of Fees for Consular Services at 22 CFR 22.1, a first-time applicant pays a $35 execution fee, plus $50 for passport book application services at age 16 or over, plus an $80 passport book security surcharge. Expedited processing, or in-person service at a US passport agency, is a further $60.

Renewals, minors and the card

The execution fee applies to first-time applicants and others who must apply in person, so a renewal by mail avoids it. Applicants under 16 pay $20 for book application services rather than $50. The passport card is charged separately: $30 for applicants aged 16 or over including renewals, and $15 for those under 16. If you have lost evidence of citizenship and the department must search its records, a file search and verification of citizenship is $150.

The one number this article will not give you

Processing times are not in the regulation. The rule itself refers to the expedited processing period as published on the department's website, which tells you where the authoritative answer lives and that it changes. Check the current routine and expedited windows on travel.state.gov before you book anything, and remember that mailing time sits on top of processing time in both directions.

What if your name or address does not match?

Names that changed

Where a state lets you establish a name other than the one on your source document — through marriage, adoption, court order or another mechanism its law permits — section 37.11(c)(2) requires evidence of that change through documents issued by a court, a governmental body or another entity the state determines. Bring the chain, not the endpoint: every step between the birth certificate name and your current name needs a document.

Dorm rooms and campus addresses

The rule requires a street address and two documents of the state's choice, which is where campus housing collides with the requirement. Practical routes worth checking with your DMV before the appointment: a housing contract from the university in your name, a bank or utility statement mailed to the residence hall street address, a lease with you named on it, or a vehicle registration. Ask which pairs your state accepts before you take the day off.

The exceptions process

Section 37.11(h) permits a state DMV to establish a written, defined exceptions process for people who, for reasons beyond their control, cannot present all necessary documents and must rely on alternates to establish identity or date of birth. It is optional for the state and it is documented in your file when used, but it exists — ask about it rather than abandoning the application.

Your checklist, week by week

Two months out

Order a certified birth certificate from the vital statistics office of the state where you were born, and request a replacement Social Security card if yours is missing — both arrive by mail and both are the slow items. Then read your state DMV page for its list of accepted residence documents and start collecting two that name you at a street address.

The day of the appointment

Bring originals, not photocopies, plus the name-change chain if it applies, and expect the photograph and the signed declaration.
