Someone in your family circle in Ljubljana needs a roofer who will actually turn up. A former classmate opening a shop in Maribor needs a supplier and does not know where to start. You are living in Munich, Vienna, Toronto or Trieste, and you know exactly who to call. That introduction has value, and in Slovenia it can be paid for. What trips people up is not finding the business — it is the two questions that come after: which Slovenian regime is allowed to hold a commission, and how a payment crosses to wherever you bank. What a referral is actually worth on the Slovenian side
Introducing is not selling
The line matters more than the percentage. If you pass on a name and a phone number, you are an introducer. The moment you discuss the price, agree the scope or sign anything on the business owner's behalf, you have stepped into a different role with different obligations, and in some trades a licensed one. Keep the introduction clean and the arrangement stays simple: you say who, they do the rest.
This is also what protects the relationship. Slovenia is a country of 2,136,385 people as of 1 April 2026 (SURS, definitive figures published 29 July 2026). In a market that size, your name travels with the recommendation for years. An introduction you can stand behind is worth more than a fee you argued over.
Who signs, and when the fee is earned
Three formulations circulate, and they are not equivalent. Payment "on introduction" is cleanest for you and hardest to negotiate. Payment "on signature of the contract" is the common compromise. Payment "when the client has actually paid" transfers the business owner's credit risk onto you, which has no logic: you did not choose that customer, you presented them. Settle this in a written message before the introduction, not after the job is done.
Which Slovenian regime can legally hold a referral fee?
Osebno dopolnilno delo: a closed list, and introductions are not on it
This is where most people start, because it is the cheap route. Osebno dopolnilno delo, governed by the ZPDZC-1, does not require opening a business at all: you register with AJPES before you begin, and you buy a monthly vrednotnica of 14.54 euros (11.31 euros pension and invalidity, 3.23 euros health, as published by the SPOT portal — the amount is indexed, so check it on spot.gov.si before you rely on it). The income ceiling is three average monthly net wages per half-year, which SPOT states as 4,578.06 euros per half-year and 9,156.12 euros per year.
The catch is that osebno dopolnilno delo covers a closed list of activities, and business introduction is not one of them. Group A is domestic help and similar work — cleaning, occasional farm help, childcare, occasional translation, private cultural performances, looking after pets — and may only be performed for private individuals. Group B is craft, handmade objects made by traditional methods, and the gathering and sale of mushrooms and forest plants, which may be performed for companies. A commission for putting two businesses in touch fits neither group.
One detail worth knowing even if you never use the regime: for Group A it is the client who buys the vrednotnica, not the person doing the work. And the income is reported to FURS through the eDavki portal (FURS, life-event page "Opravljam osebno dopolnilno delo", updated 15 July 2025).
Popoldanski s.p.: a fixed floor of about 1,350 euros a year
If you are already insured elsewhere — a full-time job, or a pension — you can run a self-employed activity as a popoldanski s.p. There is no revenue ceiling attached to the status itself. Instead you pay flat-rate contributions whether you invoice anything or not: 54.53 euros health, 6.43 euros for the new long-term care contribution, and 49.15 euros pension from January to March 2026, rising to 52.05 euros from 1 April 2026. That is 110.11 euros a month in the first quarter and 113.01 euros a month from April (FURS, flat-rate contributions for 2026).
Read that as an annual figure, because that is how it behaves: roughly 1,350 euros due over the year, in months when nothing came in as much as in months when something did. Two or three referrals a year will not cover it. This single number, not the commission rate, decides whether registering is rational.
Normirani s.p.: the wall at 12,500 euros
Normirani s.p. is a tax regime laid over a business, not a separate status, and it was rebuilt from 1 January 2026 by the ZPZR (Uradni list RS no. 91/2025). Anything written about it before November 2025 is out of date. For someone not insured full-time through the activity — which is exactly the popoldanec — recognised flat-rate expenses run at 80 percent of revenue up to 12,500 euros, 40 percent between 12,500 and 30,000 euros, and nothing at all above 30,000 euros. The rate is 20 percent up to 33,000 euros of taxable base and 35 percent above.
Below 12,500 euros the arithmetic is friendly: 20 percent of revenue is taxable at 20 percent, so about 4 percent of what you invoice. Above 30,000 euros there is no flat-rate deduction left. It is a wall, not a slope.

The retirement trap nobody mentions
If you are retired and thinking of registering an activity in Slovenia, check one thing first. The free public transport pass for pensioners, people over 65, war veterans and holders of the European disability card is conditional on not being in an employment relationship and not carrying on a registered independent activity. The LPP price list in force since 6 January 2025 says so in as many words. Opening a popoldanski s.p. therefore costs you that pass on top of the contributions.
How does the commission actually reach you from abroad?
Euros since 2007, so no exchange question
Slovenia has used the euro since 1 January 2007, when the tolar was retired at the irrevocable rate of 1 EUR = 239.640 SIT. A SEPA transfer in euros to or from a Slovenian IBAN, which begins with SI56, involves no currency conversion at all. If you bank in the euro area, the "who gives the better rate" question that dominates remittance advice simply does not apply to you. It comes back only for payments to or from outside the euro area — Serbia, Bosnia and Herzegovina, Switzerland, the United Kingdom.
Flik is a Slovenian-to-Slovenian rail
Flik is the everyday Slovenian payment service: an instant transfer between customers of different Slovenian banks using a phone number or an email address, credited in seconds, outside banking hours, every day of the year, and presented by the service as free. Twelve banks are in it — Addiko Bank, BKS Bank, DBS, Delavska hranilnica, Gorenjska banka, Intesa Sanpaolo Bank, LON, NLB, OTP banka, Primorska hranilnica, Banka Sparkasse and UniCredit Bank — and it also pays more than 3,500 merchants and service providers.
What that means for you living abroad: a Slovenian business owner will offer to "flikniti" the money, and it will not work to a foreign account. Agree on a plain SEPA transfer to your IBAN instead. If you keep a Slovenian account, check whether your bank is on that list of twelve, because the small savings banks — Delavska hranilnica, LON, Primorska hranilnica — are in Flik on the same footing as NLB. A small hranilnica is not a downgrade here.
Put the reference on the transfer
Whatever the route, ask for the payment reference to name the introduction and the date. If the arrangement ever needs to be explained — to an accountant, to FURS, or to the business owner's successor — a bank line reading "commission, Kranj project, March" settles in one second what a bare amount cannot.

AJPES settles whether a business exists
AJPES is both where a sole trader registers and where the public can look them up, and it is the first place to go before you recommend anyone. It answers the questions that a slick website does not: does this entity exist under this name, since when, and at what address. Doing that check takes two minutes and it is the difference between a recommendation and a guess.
Some trades need a licence, and that is checkable too
Certain activities in Slovenia are not open to anyone with a van. Taxi services, for instance, require a licence issued through the chamber of commerce or the chamber of craft and small business, and regular verification of the taximeter, as set out on the SPOT portal. Before recommending anyone in a regulated trade, ask which licence they hold and who issued it. A professional who cannot answer that in one sentence is not the person you want your name attached to.
Write the terms in a message, not in your head
You do not need a lawyer for a referral arrangement, but you do need a written trace. Two or three lines in a message are enough: what triggers the fee, how much it is, when it is paid, and whether it applies once or to repeat business from the same client. Send it, get a reply that agrees, and keep the thread. Almost every dispute over a referral comes from the second job, not the first.

If you are testing the water
Do not register anything yet. Make one or two introductions on a written, agreed arrangement, take the payment as a plain SEPA transfer, and see what the real yearly volume looks like. Registration is a decision you take against a number, and you do not have that number yet.
If referrals are already regular
Do the arithmetic in one sitting. Add up what you realistically expect over twelve months. If it comfortably exceeds the 1,350 euros or so that a popoldanski s.p. costs in contributions across 2026, registering is worth it, and the normirani s.p. tax regime below 12,500 euros of revenue is the cheapest treatment available to you. If it does not, stay informal and keep the arrangements small and clean. Whichever way it goes, the deadline to opt into the flat-rate expense regime for a tax year is 31 March, so the decision has a date attached to it.
