Somebody you know rents out two apartments in Kaštela and spends every June looking for a cleaner she can trust. Somebody else runs a boat to the islands and has empty seats on Tuesdays. You know both of them. That knowledge is worth money, and the trade that consists of selling it has a name: business introduction, paid on commission.
It is a realistic first activity in Croatia because it needs no stock, no premises and no capital. But it has a local shape that catches people out. Your commissions will arrive in a four-month window; several of the costs attached to declaring them do not stop in November. This checklist walks through the preparation, the written terms, the declaration route and the timing, in that order.

The Croatian referral economy runs on four months, not twelve
Where the introductions actually happen
Croatia is not a country of hotels, and this single fact decides where the commissions are. The Državni zavod za statistiku counted 94,820,989 overnight stays in 2025, of which 46,653,638 in short-term rented accommodation — the apartmani and sobe — against 26,250,215 in hotels and 21,881,723 in campsites (DZS, Turizam u 2025., published 30 June 2026).
Short-term rental accommodation carries more nights in Croatia than hotels and campsites are able to carry separately, which means the buyers of local services are thousands of individual hosts rather than a handful of purchasing departments. That is the structural opening. A hotel group has a procurement process you cannot enter. A woman with three apartments in Zadar has a phone and a problem, and she buys on a recommendation.
The services she buys are unglamorous and constant: changeover cleaning, laundry, airport and ferry transfers, minor repairs, photography for the listing, accounting, and excursions she can offer her guests. Each one of those is a commission if you are the person who made the introduction.
Why August and January are not the same country
The seasonal amplitude is the largest of any market this blog covers. In 2025 the country recorded 26,711,796 overnight stays in August and 650,315 in January. Bed occupancy ran at 77.4 % in August and 12.6 % in January; for hotels alone, 97.3 % against 18.2 %. The labour market moves with it — the Hrvatski zavod za zapošljavanje counted 59,423 registered unemployed at the end of June 2026, down 15.2 % on a year earlier, as the coast absorbed its seasonal staff.
For you this means one thing. Your prospecting calendar is inverted: the introductions that pay in July are made in March and April, when the host is still deciding who will clean for her. Turning up in the second week of August is turning up after every decision has been taken.
What do you actually sell when you introduce a client?
You sell a decision, not a service
An introducer never holds the goods, never delivers the service and never carries the client's risk. What you supply is the removal of doubt: the host stops searching because you vouched for someone. That is why your position is strong before the introduction and weak immediately after it. Once the two parties have each other's number, the only thing that still protects you is what was written down beforehand.
It also explains why reputation travels so quickly in Croatian coastal towns and so slowly anywhere else. The people you serve talk to each other constantly, in the same streets, about the same season. One bad introduction is known within a fortnight; three good ones make your winter prospecting almost unnecessary.
The line you must not cross in tourism
There is a specific trap here, and it is worth more than it costs to understand. Organising or selling travel services — package arrangements, excursions, mediation of accommodation or transport contracts — is a regulated activity in Croatia under the Zakon o pružanju usluga u turizmu, and it is reserved to registered travel agencies. Introducing a guest to an operator, and being paid a commission by that operator, is not the same thing as selling the trip yourself.
Keep the distinction visible in your paperwork: you are paid by the provider for an introduction, the contract with the traveller is signed by the licensed agency, and the money for the trip never passes through your hands. If a partner asks you to collect payment from guests, that request is the moment to stop and take advice.
The checklist before your first introduction
The five things to have ready
None of this is administrative theatre. Each item removes an objection that will otherwise be raised in the first conversation.
First, a payment account in your own name with a Croatian IBAN, so a commission never has to transit through a friend's account. Second, a written introduction agreement you have had read by a lawyer once — one reading covers every deal that follows. Third, a one-page record per introduction: who, to whom, on what date, with what was agreed. Fourth, a stable phone number and email address, because seasonal deals die in unanswered messages. Fifth, a short honest description of what you do and do not do, which is what stops a partner from treating you as an unpaid errand runner.

Three clauses matter far more than the rest, and all three are routinely left vague.

Two routes, and the arithmetic that separates them

The contributions on a paušalni obrt come to just under 291 euros every month on the 2026 base, and they do not pause when the season does. Four months of commissions therefore have to carry twelve months of charges. The 60,000 euro threshold that moves two things at once
Sixty thousand euros is both the ceiling of the paušalni obrt and the compulsory entry point into the VAT system, where the standard rate is 25 %. Crossing it once flips both at the same time. Nobody reaches that in a first season of introductions, but it is worth knowing the shape of the road before you take it, because the year you cross it you will be dealing with two changes rather than one.
Getting paid without losing part of the commission
The IBAN question
Croatia is inside the euro area and inside SEPA. A euro transfer to a Croatian IBAN triggers no currency conversion, so the "who gives the best exchange rate" comparison that matters in neighbouring non-euro countries has no object here. The nineteen credit institutions on the Hrvatska narodna banka register issue an HR… IBAN; Revolut, N26 and Wise are not on that register and operate with a foreign IBAN, which is legal within SEPA but occasionally refused by a payer or an administration. For small amounts between individuals, KEKS Pay and Aircash are the two Croatian applications in everyday use.
What to do in your first winter
Take the off-season seriously as working time rather than dead time. Build your list of hosts by area, not by category. Contact them in February and March with something concrete — a cleaner with availability, a photographer with a slot — rather than a general offer of your services. Ask each satisfied partner for one name. And keep every introduction recorded, because your second season is negotiated on the evidence of the first.
