Referral income has a timing problem that never appears in the pitch: the work happens in the first month and the money lands in the third. Programmes hold commissions through a validation window, merchants reverse refunds and cancelled orders, and payment runs go out on a fixed date. So the useful question is not what affiliates earn in general. It is how much will sit in your Georgian account ninety days after you start.

What does a referral actually pay for in Georgia?
Referral income is not paid for effort, audience size or good intentions. It is paid for a completed transaction that the merchant keeps and can trace back to your link. Every gap between those two ends is where your first quarter disappears.
Three events have to line up before one lari exists
Someone has to see your link, click it, and then buy something that is not returned. Break any one of the three and the chain pays nothing at all. That structure explains why a post with strong engagement can produce no income: engagement happens at step one, money is created at step three. Why month one usually pays nothing

Where the money has to land
A Georgian bank account is identified by an IBAN, and that is not optional. The National Bank of Georgia states that the use of IBAN accounts has been mandatory in Georgia since 1 January 2013, in a format of 22 characters beginning with the country code GE. Open the account before you sign up to anything, because a programme that cannot pay you will simply hold the balance. Bank of Georgia, TBC Bank, Liberty Bank, ProCredit Bank, TeraBank, Credo Bank and BB all operate retail accounts; there is no public fee comparator for Georgian banks, so ask each branch for the full schedule of charges on incoming international transfers before you choose.
Run the three-month numbers yourself
A simulator is not a promise. It is a chain of five inputs where every value is yours, so you can see which one actually moves the result and stop guessing at the rest.
The five inputs, and where each number comes from
Input one is reach: how many people realistically see your link in a month, taken from your own analytics rather than your follower count. Input two is the click rate on that reach. Input three is the share of clicks that turn into a purchase, which the programme dashboard reports once you have data. Input four is the average order value of what you promote, published by the merchant. Input five is the commission rate written in the programme terms. Multiply them in order and you have a monthly gross figure that belongs to you, not to a case study.
Run the calendar, not just the multiplication
Take that monthly gross and apply the timing. Month one produces reported commissions and no cash. Month two produces new commissions plus the release of month one, minus whatever validation rejected. Month three is the first month that behaves like an income month, and it is your first honest data point. Judging the model before that point is like reading a thermometer through a closed window.

How much of it do you keep after tax in Georgia?
Gross commission is not income. Between the dashboard figure and your bank balance sit a registration decision, a tax status and a threshold that arrives much earlier than most people expect. Georgia is unusually generous here, but only if you pick the right box.
Micro-business status: nothing to pay, and a hard ceiling
The first special regime is open to an ordinary individual who works alone and employs nobody. Article 86 of the Georgian Tax Code provides that a natural person holding micro-business status does not pay income tax at all, and article 84.1 caps gross income under that status at 30 000 GEL per calendar year. The declaration is annual, before 1 April of the following year. Two traps travel with it: you may not employ anyone, and if you cross 30 000 GEL and fail to apply for small business status within fifteen days you leave the special regime entirely and fall back to the general rate.
Small business status: one per cent, and a monthly deadline
The second regime is the one Georgia is known for, and it is not open to a private individual — you must first be registered as an individual entrepreneur, which is done at a Public Service Hall branch of the Public Service Development Agency, then apply for the status through the Revenue Service on rs.ge. Article 90.1 of the Tax Code taxes the taxable income of a person holding small business status at 1 %, and article 90.2 raises that to 3 % above 500 000 GEL of gross annual income. The deadline is the part people get wrong. Under article 93.1 of the Tax Code, the holder of small business status files and pays monthly, by the 15th of the month following the reporting month — not once a year.
Two things that disqualify people who assume they qualify
Government decree 415 of 29 December 2010 lists seven activities barred from small business status, and one of them catches a lot of online workers: consulting, including tax consulting, alongside medical practice, architecture, legal and notarial work, audit, gambling, currency exchange, staff supply and the production of excisable goods. If you describe yourself as a consultant, this status is not available to you at any turnover. The second surprise is value added tax. Article 165.1 of the Tax Code requires registration for VAT once taxable operations exceed 100 000 GEL over any continuous twelve calendar months, with notification within two working days, and article 166 sets a single rate of 18 %. That threshold is five times lower than the 500 000 GEL ceiling, so you can be paying 1 % income tax and charging 18 % VAT at the same time.

Questions people ask before their first payout
My client is abroad, so am I taxed in Georgia?
Yes, and this is the single most misreported point about the Georgian system. Article 82.1 of the Tax Code does exempt a resident's income that is not from a Georgian source, which is where the phrase territorial regime comes from. But article 104.1 treats a service as rendered in Georgia when the provider is a Georgian resident and the recipient is in another state. A service you perform from Georgia for a foreign client is therefore Georgian-source income and is taxable here — at 1 % if you hold the status, which is a better outcome than most people expect, but it is not zero.
Do I need to register before my first commission?
Register before you expect money, not after. Individual entrepreneur registration goes through a Public Service Hall branch and the status itself is granted by the Revenue Service, and it takes effect from a date the Revenue Service confirms rather than retroactively. Ask them when you apply, so you know which month is already covered.
Is referral income a realistic plan for a modest household?
It is a realistic supplement and a poor emergency plan, because of the ninety-day delay. Self-employment is genuinely widespread here: Sakstat reported 426.3 thousand self-employed people among 1 389.7 thousand in employment in Georgia in 2025. But keep expectations anchored to the median rather than the average. Sakstat published median monthly earnings of 1 332 GEL for 2024, against an average monthly wage of 2 282.7 GEL for 2025 — two different years, and the average sits well above what most households actually see.

Open the bank account first, because everything downstream needs the IBAN. Register as an individual entrepreneur second, and apply for the tax status in the same visit if your activity is eligible — check the barred list before you fill anything in. Only then sign up to programmes, and read the validation window and payout threshold before the commission rate, because those two clauses decide your first quarter and the rate only decides the size of it. Finally, put the 15th of every month in your calendar as a recurring appointment: under small business status that date carries both your declaration and your payment, and twelve missed dates a year is an expensive way to save 1 %.
