Referral Income in Serbia: The Quarterly Threshold That Decides What You Keep (2026)

A commission paid by a network with no office in Serbia is taxed by you, not by them, and you choose between two options every three months. Here is where the two options cross, and what each one costs on a small quarter.

A network approves your application, you place a link, and two months later a payment lands in your account. Nobody has withheld anything. No payslip exists. There is no employer, no HR department and no accountant on the other end, because the other end is a company that has never had an office in Serbia. That is the moment most people in this country discover that the tax question was theirs from the start.

Serbia handles this situation with a rule that has no equivalent in most of the region: income paid by someone who does not withhold tax here is declared by the person who received it, every three months, on a state portal built for exactly that. The portal is frilenseri.purs.gov.rs and it is run by the Poreska uprava. What almost nobody realises until the first deadline is that you do not pick a tax regime once and live with it. You pick between two options every single quarter, and on a small quarter one of them costs you nothing while the other costs you money you have not earned.

Who actually taxes your referral commission in Serbia?

The answer decides everything that follows, and it turns entirely on one question: does the payer withhold tax in Serbia? Not whether the payer is big, or well known, or whether the money arrives in euros.

A Serbian payer withholds, a foreign network does not

If a Serbian company, a registered Serbian entrepreneur or the branch of a foreign entity pays you, that payer deducts tax and contributions at source. The money you see is net, and you have nothing to declare on the freelancer portal. If the payer is a network, marketplace or advertiser with no Serbian withholding obligation, nothing is deducted, the amount you see is gross, and the declaration is yours. The Poreska uprava names three situations that fall into this second group: a Serbian resident working in Serbia for a foreign payer, a Serbian resident working from another country for a foreign payer, and a non-resident working in Serbia for a foreign payer.

The portal exists, and so does its calculator

The Poreska uprava does not leave you to guess. Its portal carries an official tax calculator that asks for your residency status, your gross income earned in Serbia and abroad, whether any foreign tax was already paid on that income, whether Serbia has a double-taxation treaty with the payer's country, and whether you are already covered by health insurance on another basis. That last set of questions matters enormously for referral income, because a network sometimes deducts withholding tax in its own country before it pays you, and the calculator is where that gets taken into account rather than paid twice.

Reselling goods is not on this road at all

There is a boundary here that catches people who drift from promoting a product to buying and reselling it. Buying merchandise and selling it on is trade, and trade does not belong on the freelancer portal. It also cannot go into the flat-rate entrepreneur regime, because the income tax law excludes wholesale and retail trade from that regime along with advertising and market research, hospitality, financial intermediation and real estate activity. An affiliate marketer in Serbia therefore cannot register as a flat-rate entrepreneur for that activity, because advertising and market research are on the excluded list. If your plan involves stock, get advice before you register anything.

What does a quarter of referral income actually cost you?

Both options start by subtracting a fixed allowance from the gross you received in the quarter, and both then apply a tax rate and a pension contribution to what is left. Everything hinges on the size of the allowance and on one floor.

Option 1: a large allowance, a higher rate

The standardised costs are subtracted first, tax of 20 per cent applies to the remainder, and the pension and disability contribution of 24 per cent applies to the same remainder. There is no pension floor. If the quarter's gross is below the allowance, the remainder is zero and so is everything calculated from it.

Option 2: a smaller allowance plus a share of gross, a lower rate

The standardised costs are smaller, but 34 per cent of the quarter's gross is deducted as well, and the tax rate drops to 10 per cent. The catch is the pension contribution: the rate is still 24 per cent, but it is charged on a floor rather than only on what you earned, which fixes a minimum of 25,218 dinars per quarter. That amount is due even in a quarter where the income was zero.

Health insurance is charged only if nothing else covers you

The health contribution of 10.3 per cent sits outside this comparison and applies to both options equally. It is due only if you are not already insured on another basis, which for most people means employment, a family member's cover or an international convention. If you have a job and do this on the side, this line is usually not yours.

The two allowance figures are indexed once a year and the current pair applies from 1 February 2026 to 31 January 2027, published in the Official Gazette of the Republic of Serbia number 6/2026. They are also the figures displayed by the state calculator itself, which is the version to trust if you find older numbers reproduced elsewhere.

A simulator you can run before the quarter ends

Three quarters, three different answers

The table below applies the published rates and allowances to three levels of quarterly gross. It leaves health insurance out, because whether it applies depends on your situation rather than on your income. Treat these as arithmetic on public rates, not as an official assessment, and confirm your own figures on the state calculator before you file.

The crossover sits near 180,000 dinars a quarter

Run the same arithmetic across the range and the two lines meet at roughly 180,000 dinars of gross in a three-month period, which is around 60,000 dinars a month. For scale, the median net wage in Serbia was 93,277 dinars a month in May 2026 according to the statistical office. In other words, a referral sideline has to be producing well over half a median salary before the second option starts to help, and below that the first option is not merely better, it is often free.

The number to write down before each deadline

What you need at the end of a quarter is one figure: everything the payer actually credited you between the first day of the quarter and the last, in dinars, converted at the rate that applied on each payment date. Keep the network's payment statements. The declaration window is the month following the quarter, so the first quarter is declared during April and the second during July. A quarter in which you received nothing needs no declaration at all and costs nothing.

Referral income has a shape that is hard to live with at the start: nothing for two or three months, then a payment whose size you did not control. Two things make it a useful companion to a referral experiment rather than a replacement for it: the amount does not depend on anyone approving your traffic, and it accumulates while you are still waiting to find out whether the network converts.

Both streams land in the same declaration

If the payer of any of this income does not withhold in Serbia, it belongs in the same quarterly total as your commissions. That is an advantage rather than a complication, because the allowance is applied to the quarter as a whole, not to each source separately.

What does this cost you outside the tax bill?

Two consequences are easy to miss because they do not show up as money leaving your account.

You cannot stay registered as unemployed

A person declaring income through the freelancer regime cannot remain registered as unemployed with the Nacionalna služba za zapošljavanje. If that registration is currently giving you something you rely on, work out what before you file your first declaration.

No unemployment contribution means no unemployment benefit

The unemployment contribution is not charged under this regime, and the entitlement does not build. Pension rights do accumulate through the PIO contribution, and health cover can be bought when nothing else provides it, but the unemployment side of Serbian social insurance is simply not part of this arrangement.

The money arrives in euros and is spent in dinars

Serbia joined the SEPA area on 22 May 2025, and Serbian banks have been executing SEPA credit transfers since early May 2026, which makes a euro payment from a European network faster and cheaper to receive than it used to be. It does not remove the conversion. Serbia is not in the euro area, the dinar remains the currency of every domestic payment, and the rate you get on the day still decides what the commission is worth in your household budget.

A five-minute check before you promote anything

Confirm the Serbian side of the deal exists

If a Serbian company is offering you a referral fee, the Agencija za privredne registre publishes a free public search of registered companies and entrepreneurs at pretraga.apr.gov.rs. A company that cannot be found there, under the name it gave you, is a company you should not be introducing anyone to.

Ask three questions in writing

Ask in what currency the payment is made, on what date of the month, and whether any tax is withheld on the payer's side before it leaves. The third question is the one that determines whether the money is gross or net when it reaches you, and it is the one people forget to ask.

Work out who pays you and whether they withhold in Serbia. If they do not, put the quarter's total into the state calculator and compare the two options for that quarter alone, remembering that you can choose differently next time.
