You do not need to sit across a table from anyone to bring a customer to a business. A message, a link, a follow-up call: that is the entire job. What decides whether the job turns into money is not the programme you signed up to. It is three things that are specific to this country — whether the person on the other end can open what you sent, which wallet the commission lands in, and the point at which the Rwanda Revenue Authority stops seeing pocket money and starts seeing turnover.
Apps that pay for consultation run on the same plumbing. On I am Beezy, each video or article you open credits a small amount to the payment method you already use, and the question is identical: earning is the easy half, arrival is the half worth checking before you build a routine around it.
What referring at a distance really means in Rwanda
Remote recommendation sounds like a pure numbers game: send more messages, earn more. In Rwanda the constraint is not your effort, it is the device at the other end of the message.
Three phone owners in four cannot install an application
The 2022 census counted 4,631,510 people aged ten and over owning a phone, which is 47.8% of that age group and 58.6% of people aged sixteen and over. Among those owners, only 24.3% hold a smartphone: 44.4% in urban areas and 11.7% in rural ones. Three phone owners out of four in Rwanda carry a handset that cannot install an application at all. A referral link that assumes an app store is aimed at a minority, and outside the towns at a very small one.
Kigali and the districts are two different lists
The same census measured internet use at 13.7% of people aged ten and over, split as 32.8% urban and 6.2% rural, with Kigali alone at 40.4%. Phone ownership among people aged sixteen and over reaches 83.9% in the capital. Kigali holds 1,517,168 of the country's 3,701,245 urban residents, and the next agglomerations by urban population are Rubavu with 294,448, Musanze with 234,258, Bugesera with 221,227, Rwamagana with 180,056 and Rusizi with 162,165. Those six places are where a link-based referral has a realistic chance of being opened.
What this does to your contact list
Sort your contacts before you write to any of them. A relative in a rural sector with a basic handset is not a bad contact — they are simply a contact for a different offer, one that works over a voice call and a mobile money number rather than an install. Sending everyone the same link wastes the only asset you have, which is the credibility of your recommendation.

Where does a Rwandan commission actually land?
Almost every commission paid to an individual in Rwanda ends up in a mobile wallet. The regulator publishes what that market looks like, which is unusual in the region and useful to you.
Mobile money is the destination, and it is not a balanced market
At 31 March 2026 the Rwanda Utilities Regulatory Authority counted 8,558,024 SIM cards attached to an active mobile money account, up 15.1% in a year and equal to 59.4 accounts per 100 inhabitants. MTN holds 85.7% of those mobile money SIMs and Airtel 14.3%, according to the regulator's first-quarter 2026 report. If a business asks for one number to send commissions to, the odds are heavily that its system is built around the larger wallet.
The two-SIM habit that saves you money
The same report prices the two networks on data. Inside a bundle, a megabyte costs 0.2310 Rwandan francs on Airtel against 0.8463 on MTN, a factor of 3.7, with a market average of 0.7556. Outside a bundle it is 5 francs per megabyte on Airtel and 10 on MTN. Meanwhile mobile subscriptions stand at 9,283,818 for MTN and 4,717,262 for Airtel, and Airtel carried more mobile data than MTN over the quarter, 63.3 million gigabytes against 54.8 million. The practical consequence is that many people who work from a phone keep the cheaper network for browsing and the dominant one for receiving money.
Agents are your last mile
Turning an electronic balance into cash is done by agents, and the regulator counts 195,739 active agent SIMs at the end of March 2026, 146,892 of them MTN and 48,847 Airtel, up 10.2% in a year. Before you accept a payment channel, check that an agent for that network works within walking distance of you on a normal weekday. Withdrawal fee schedules are not published by the regulator, so ask the agent directly rather than trusting a figure found online.

Building a referral routine you can run from one handset
The mechanics matter less than the discipline. A recommendation is a promise made in your own name, and it is worth exactly as much as your willingness to answer the phone afterwards.
Recommend only what you can describe in two sentences
If you cannot explain in two sentences what the service does, what it costs and who it is not for, you will spend your week answering questions instead of sending messages. Write those two sentences down once, in Kinyarwanda and in the language your contact uses, and reuse them.
One message, one follow-up, then stop
Remote referral fails on volume, not on quality. Send a first message that names the problem the person actually has. Follow up once, three or four days later, with something new — a screenshot, an answer to a question they raised. Then leave it. A third message costs you the contact and gains you nothing.
Record the promise the day it is made
Keep a simple list: date, person, service, what you were told the commission would be, and the date it was said to arrive. Most disputes over referral money are not fraud, they are two people remembering different terms. A written line settles it, and it is also the only record you will have if the tax question below ever becomes real for you.
When does the Revenue Authority treat this as business income?
This is the part most referral guides skip, and it is the part with clear published numbers. Rwandan income tax law, Law 027/2022 of 20 October 2022 as amended, sets out two simplified regimes by annual turnover.
Below two million Rwandan francs of annual turnover
The flat-amount scale for micro-enterprises begins at 2,000,000 Rwandan francs of annual turnover. Below that figure, the scale in the law provides no amount at all. That is where almost every part-time referral income sits, and knowing it stops you from paying an intermediary to solve a problem you do not have.
The micro-enterprise flat amounts
A micro-enterprise is defined as one whose annual turnover is at or below 12,000,000 Rwandan francs, and it pays a fixed sum, not a percentage: 60,000 francs for turnover from 2,000,000 to 4,000,000; 120,000 francs from 4,000,001 to 7,000,000; 210,000 francs from 7,000,001 to 10,000,000; and 300,000 francs from 10,000,001 to 12,000,000. The much-repeated 3% rate is not the micro-enterprise rate. The 3% of turnover applies to small businesses, meaning annual turnover from 12,000,001 to 20,000,000 Rwandan francs.
The thirty-first of March, and no other date
The Rwandan tax year is the calendar year, and the law sets both the declaration and the payment at 31 March of the following year. There is no quarterly instalment to remember for this kind of income. If you have overpaid, the law provides for repayment within thirty days of a written request, subject to having no arrears.
If you practise a liberal profession
The law excludes individuals exercising a liberal profession from both simplified regimes. A lawyer, an architect or a consultant who also earns referral commissions cannot use the flat amounts, and should take the question to the Revenue Authority rather than to a forum.
Filling the quiet weeks with I am Beezy

Nothing above requires capital. It requires ordering the steps so that you do not discover the blocking problem in week four.
Week by week
In week one, sort your contact list into the three groups in the first table and pick one service you can describe in two sentences. In week two, confirm where the money lands: which network, which agent near you, and what the business says about timing. In week three, send twenty first messages, not two hundred, and record every promise. In week four, count what arrived against what was promised and drop whichever offer failed the test.
The one check people skip
Before any of that, confirm that the number you gave for payment is registered in your own name. Commissions sent to a wallet belonging to a relative are, in practice, that relative's money, and no support desk will unwind it for you.
