Moving house in Ghana rarely fails on the monthly rent. It fails on everything demanded before the key changes hands: the advance, the agent's commission, the viewing fee, the small amounts nobody wrote down. A household on a modest income can assemble the monthly payment and still be unable to move, and it usually finds this out after paying the first of those amounts to someone who then stops answering.
This checklist runs in the order the money leaves your hands. It covers who is legally entitled to charge you, what to verify on a public register before paying a cedi, what the state scheme for rent advances actually offers, and what to keep so that a dispute has somewhere to go. And because the advance is the barrier for most households, it also covers building it in small daily amounts, including with an application such as I am Beezy that pays for time spent viewing content.
What are you paying for when an agent shows you a room?
The word agent covers three different people in Ghana, and only one of them operates inside a licensing framework. Knowing which one is in front of you decides how much you should pay and what recourse you have.
Commission, viewing fee and introduction
A commission is charged for concluding a letting. A viewing fee is charged for opening a door, which is a very different service and a far weaker claim on your money. An introduction from a neighbour who knows a landlord is neither, and is often the cheapest route to a room in a compound house. Ask which of the three is being invoiced before you look at anything.
What the price index tells you, and what it does not
No Ghanaian authority publishes rent levels, so any grid of prices by neighbourhood comes from an agency or an aggregator rather than from the state. What is published is the direction of travel: the housing, water, electricity, gas and other fuels division of the consumer price index rose 9.3 per cent over twelve months in January 2026, against 3.8 per cent for the index as a whole. Housing costs in Ghana are rising more than twice as fast as prices in general, which is the pressure behind every advance being asked of you.
How do you check that an agent is licensed?
This is the single check that saves the most money, it is free, and almost nobody runs it.
The council, the law and the register
The Real Estate Agency Council is the regulator established under the Real Estate Agency Act, 2020, to license and regulate estate agents, brokers and developers in Ghana. It publishes a register of licensed agents and brokers that can be searched by name or by licence number, which means you can verify the person in front of you in the time it takes them to fetch the keys.
How small the licensed population really is
On the council's own published counts, consulted on 12 August 2026, the register held 136 licensed brokers, 24 licensed agents and 16 licensed firms. Most people operating as agents in Ghana are therefore not on the register, which does not make them dishonest but does mean the council has no hold over them if things go wrong. Treat an unlisted intermediary as a private individual doing you a favour for a fee, and size the fee accordingly.
What to do when your agent is not listed
You do not have to walk away, but you should change the terms. Pay nothing before the tenancy agreement is signed, insist on meeting the landlord in person and on seeing proof of ownership or authority to let, and pay the landlord directly rather than through the intermediary.

The advance is the real cost, not the fee
Commission irritates people; the advance is what stops them moving. It is also the part of the transaction where the law has something to say.
What the law settles
The Rent Act, 1963, sets limits on what may be demanded in advance, and the Rent Control Department, under the Ministry of Works, Housing and Water Resources, is the body that applies it. The department now runs an online portal where landlords and tenants can register a property, file a complaint or take a dispute forward without travelling to an office, and the ministry has convened public dialogue on a revised rent bill. Confirm the current ceiling and the current penalty directly with the Rent Control Department before you agree to any advance, because the framework is being revised and no figure from a blog is worth relying on.
Why borrowing for the advance is expensive right now
Borrowing to cover an advance means paying a Ghanaian lending rate. The average lending rate stood at 15.64 per cent in June 2026 with the policy rate at 14.00 per cent, and non-performing loans across the banking sector at 16.1 per cent explain why credit stays priced above the policy rate. A loan taken to unlock a rented room is repaid alongside the rent it unlocked.
Why saving for it barely grows
Saving is the better route, but do not expect the savings to work for you. Savings deposits paid 5.00 per cent in June 2026 while inflation ran at 5.3 per cent over twelve months, so the real return on a savings account was close to nothing. The account is a place to keep the money out of reach, not a place to grow it.
Building the advance with I am Beezy
An advance is a lump sum, and lump sums are assembled from small regular amounts or they are not assembled at all.
What the application pays, in cedis
The I am Beezy reference for what a user earns is 5 to 15 euros a day, paid for time spent viewing content in the app. Put through the Bank of Ghana interbank mid-rate for 5 August 2026, 13.5546 cedis to the euro, that same range reads as about 68 to 203 cedis. Redo the conversion at the day's rate: the central bank measured the cedi gaining 24.0 per cent on the euro across 2025 before giving back 7.1 per cent between December 2025 and July 2026.
Keeping the money out of reach
Earnings arrive on your usual local payment method, which for most households means a mobile money wallet that is also the household's spending account. Move the amount somewhere separate on the day it arrives, or it will be spent on the day it arrives.
Can the state pay your advance for you?
For some households, yes, and the scheme is official rather than commercial.
What the National Rental Assistance Scheme does
The scheme pays rent advances for qualified applicants who are renting or renewing a room, an apartment or a whole house. The advance goes directly to the landlord, the tenancy documentation is handled, the tenant takes possession, and rent is then due on the first of each month. In other words it converts the barrier, a single large payment, into the thing most households can actually manage, a monthly one.
What it asks for
On the scheme's own published requirements, consulted on 12 August 2026, an application needs proof of employment in the form of three months of payslips, proof of income in the form of three months of bank or mobile money statements, or audited financial statements for a business owner, plus two forms of identification and an application processing fee of 100 cedis. Decisions are stated to follow within five to ten business days.
Who it does not fit
The requirement that hurts is proof of income over three consecutive months, which excludes exactly the irregular earner who needs it most. If that is you, the mobile money statement is your best evidence, so start using one account consistently now rather than in the month you apply.
Paperwork, proof and the complaint that goes somewhere
Every recoverable dispute in this area is recoverable because of documents. Every unrecoverable one failed for the same reason.
Insist on a written tenancy agreement
It must name the parties, the property, the rent, the period covered by any advance, who pays for what repair, and the notice required on both sides. A verbal agreement is not worthless, but it is not evidence, and the person who remembers it differently will be the one holding your money.
Pay on a rail that leaves a trace
Cash leaves nothing. Mobile money leaves a record on both phones, and instant interbank transfer leaves one at the bank; the national instant payment rail moved 19.3 million transactions worth 84.4 billion cedis in June 2026, so it is available and it works. Whichever you use, still ask for a signed receipt naming what the payment covers.
Where a dispute actually goes
Rent disputes go to the Rent Control Department, which is why its portal matters. A complaint about a licensed agent goes to the Real Estate Agency Council, which is why the licence number matters. A dispute with someone who is neither a registered landlord nor a licensed agent goes nowhere useful, which is why the checks come first.
