Most people who want to start something with their hands assume the first obstacle is money for tools. It usually is not. Second-hand equipment is everywhere and a competent worker can begin with very little. The obstacle is the fixed monthly cost of existing legally, because in Slovenia that cost is due whether you invoice anything or not — and picking the wrong route multiplies it by roughly eight for the same activity.
The country has three separate structures for this, and they are genuinely different things rather than three versions of one. One is a light scheme with a closed list of activities and a revenue ceiling. One is a status for people already insured elsewhere. One is a full independent business. Getting the choice right in month one is worth more than any equipment decision you will make in year one.

The light route: osebno dopolnilno delo
The osebno dopolnilno delo scheme, governed by the act on preventing undeclared work, does not require opening a business at all. You register with AJPES before you start, and you buy a vrednotnica at 14,54 € per month, made up of 11,31 € of pension and disability contribution and 3,23 € of health contribution. The activity list is closed. Group A covers domestic help, occasional agricultural work, childcare, occasional translation, private cultural performances and animal sitting, and may only be performed for private individuals. Group B covers craft work, handmade objects produced by traditional methods, and gathering and selling mushrooms and forest plants, and may be performed for legal persons as well. The revenue ceiling is 4 578,06 € per half-year and 9 156,12 € per year. One detail catches everyone out: for group A activities, it is the client who buys the vrednotnica, not the person doing the work.
The status route: popoldanski s.p.
If your activity is not on the list, or you expect to pass the ceiling, the route is an independent activity carried on while your main social insurance comes from elsewhere — full-time employment or a pension. There is no revenue ceiling attached to the status. There is a fixed monthly bill instead: 110,11 € per month from January to March 2026 and 113,01 € per month from April onwards, being 54,53 € of health contribution, 6,43 € for the long-term care insurance created by the long-term care act, and a pension contribution that rose from 49,15 € to 52,05 € on 1 April. That is around 1 350 € across a year, payable in months where you sell nothing.
The arithmetic of the switch
Set side by side, the light route costs a little over 174 € a year and the status route around 1 350 €. The decision point is not the legal ceiling but the month in which the activity generates enough margin to absorb the fixed contribution. Below that point, an activity on the group lists should stay on the light scheme; above it, or off the lists, the fixed cost is simply the price of doing the work. Registering early because it feels more serious is the most common and most expensive beginner error in this country.

Does your trade need a craft permit before you open?
Slovenia treats some manual trades as regulated crafts, and finding that out after registering is an avoidable delay.
The chamber and the permit
The Obrtno-podjetniška zbornica Slovenije, the chamber of crafts and small businesses, issues the obrtno dovoljenje, the craft permit. It authorises a person to perform craft activities that require a defined professional qualification, and permit holders are entered in the craft register, the obrtni register. Not every manual activity needs one — the regulation on craft activities specifies which do. Check that list against your intended activity before anything else, because the qualification requirement, where it applies, is not something you can work around later.
What counts as craft in law
The legal description is narrower than everyday usage. Work performed in a craft manner means production or services delivered on individual orders in small runs, with equipment suited to the activity rather than assembly-line or automated processes, and with substantial personal involvement in the production or the running of the business, carried on continuously. If your plan involves outsourcing the making and handling only the selling, you are probably describing a different activity with a different set of rules.
Where the paperwork actually happens
Registration of an s.p. runs through the SPOT portal, the government one-stop point for business procedures, with the entry made at AJPES. Tax matters, including the option for the flat-rate expense regime, are handled through eDavki, the online portal of the Finančna uprava Republike Slovenije. Contributions and health matters connect to ZPIZ and ZZZS, which now also administers the compulsory long-term care insurance. The whole chain is online and it is named — you do not need an intermediary to find the right counter.
Equipment, pricing and the first customers
Once the status is settled, the mistakes move to the commercial side, and they are the ordinary ones.
Buy the constraint, not the catalogue
Start from the single operation that limits what you can deliver and buy for that, second-hand where the tool is mechanical and simple. Bolha is the infrastructure of person-to-person resale in Slovenia and the natural first place to look for used equipment, as it is the natural first place to advertise a local service. Every tool bought before a customer asked for the thing it makes is capital you have converted into storage.
Price upward from the fixed cost
If you are on a popoldanski s.p., you owe roughly 1 350 € a year before any tax. Divide that by the number of jobs you can realistically deliver in a year and you have the contribution each job must carry before it has paid for a single material. Pricing built on what a competitor charges, rather than on what your own structure costs, is how small manual businesses spend three years busy and unprofitable.
The flat-rate scale that shapes year two
The flat-rate expense regime was rebuilt by the ZPZR law, published in Uradni list RS number 91/2025 and applicable to financial years opening from 1 January 2026, which makes older guidance unusable. For a taxpayer not fully insured through the activity, recognised expenses are 80 % of revenue up to 12 500 €, 40 % between 12 500 € and 30 000 €, and nothing above 30 000 €. The option deadline for 2026 was 31 March. Compulsory registration for value added tax arrives separately, at 60 000 € of turnover in the previous calendar year or 66 000 € reached during the current one.

You can, but price one thing first. The free public transport entitlement for pensioners, people over 65, war veterans and holders of the European disability card is conditional on not being in an employment relationship and not carrying on a registered independent activity. Opening a popoldanski s.p. ends it, and that pass covers buses and intercity trains nationally plus urban networks in several cities. For a small activity, that trade can easily be a net loss.
Can I test the activity before registering?
You can prepare, price and plan, but the registration is meant to precede the work, not follow it. For osebno dopolnilno delo the enrolment with AJPES must come first. The realistic way to test demand without breaking that rule is to secure firm commitments rather than sales, then register, then deliver.
Do I need a separate business bank account?
Practices differ between institutions, so ask your own bank rather than assuming. What is worth knowing is that Slovenia is inside the eurozone and SEPA, an account here carries an IBAN beginning SI56, and a euro payment to it involves no currency conversion of any kind. Whether your bank belongs to Flik also matters, because that decides whether a customer can pay you instantly from a different bank using only your phone number.
