Returning to study in Georgia is decided by four separate bodies, not one. Here is what NAEC, the university, your employer and the Revenue Service each control, and the order in which to settle them.

None of that is about ability, and all of it is avoidable.

This guide maps the decision the way it really works in Georgia: four separate bodies each control one piece, and none of them talks to the others on your behalf. Settle them in the right order and the plan holds. Settle them in the wrong order and you lose a year to a date you did not know about.

The temptation is to start with the university. That is the third step, not the first, and starting there is how people discover in July that the door closed in May.

NAEC controls the gate, and the calendar

The National Assessment and Examinations Center, which operates under the Ministry of Education, Science and Youth of Georgia, runs the Unified National Examinations for undergraduate entry and the Unified Master's Examination for postgraduate entry, along with the student grant competition. Registration runs through its online portal and closes on a published date well before the exam session. That closing date is the hardest constraint in the whole plan, because nothing else you arrange can move it.

The university decides what happens after the gate

Passing the unified master's examination is mandatory for admission but it is not the whole admission. Institutions run their own additional entrance examinations independently, on their own dates and with their own content. So a candidate can clear the national hurdle and still be caught out by an institutional one they never checked. State institutions such as Tbilisi State University, the Georgian Technical University, Ilia State University and Batumi Shota Rustaveli State University each publish their own requirements, and so do the private institutions; read the programme page rather than a general guide.

Your employer and the tax office control the money and the hours

Nobody is obliged to reorganise your week around a course. Bring your employer dates rather than intentions — the exam session, the teaching timetable, the number of hours you will be away — and negotiate once, properly. If you fund your studies with independent work on the side, the Revenue Service becomes the fourth body in the picture, and its rules are covered further down.

Choosing a programme that survives a working week

The right question is not which programme is best. It is which programme is compatible with the week you actually have, because a course you cannot attend is worth nothing at any level of prestige.

Four questions to ask before the reputation question

Ask when classes are held, and whether attendance is recorded. Ask what proportion of assessment is on-site and on fixed dates. Ask whether the programme has been through the national quality assurance process, since recognised qualifications and the recognition of foreign diplomas both run through the National Center for Educational Quality Enhancement. And ask what happens if you fail a course — repeating a module usually means repeating its fees and its timetable, which is where working students get squeezed.

Read the pay-off honestly, sector by sector

A qualification is an investment, so look at what the destination sector actually pays before you commit years to it. Sakstat publishes median monthly earnings by sector, and the spread is wide. In Georgia in 2024, median monthly earnings ranged from 969 GEL in education, the lowest of all sectors, to 2 128 GEL in public administration. Those are medians, which is the point: they describe the middle of each sector rather than its top.

Sakstat put the Georgian unemployment rate at 13.9 % for 2025, with 39.0 % among 15 to 19 year olds and 30.2 % among 20 to 24 year olds. The statistics office publishes those two age bands separately and does not publish a combined figure, so treat them as two distinct populations.

How do you pay for it without quitting your job?

Study costs arrive in lumps and salaries arrive in monthly slices, and that mismatch is what actually sinks most plans. Treat funding as a schedule rather than a total.

Map the outflows against the calendar

Write down every dated cost you can identify: examination registration, tuition instalments, materials, transport to the campus, and any period where you will work reduced hours. Then line them up against your pay dates. Most people discover that the problem is not the annual total but two specific months in which three things fall together. Fix those two months and the rest of the year takes care of itself.

Grants, employers and side income

The student grant competition is administered by the National Assessment and Examinations Center alongside the entrance examinations, and its conditions are published with the exam documentation — read them at registration time, not after results. Some employers will contribute where the qualification is relevant to the role; ask in writing and be specific about what you want. And if you top up with independent work, Georgia's special tax regimes are unusually favourable: article 86 of the Tax Code provides that a person holding micro-business status pays no income tax at all, within a ceiling of 30 000 GEL of gross annual income set by article 84.1. The micro-business declaration is annual, before 1 April. The heavier alternative is small business status at 1 %, which requires registration as an individual entrepreneur and, under article 93.1 of the Tax Code, a monthly declaration and payment by the 15th.

Do I have to sit the unified examination again if I already have a degree?

Entry to a master's programme runs through the Unified Master's Examination rather than the undergraduate route, and institutions add their own examinations on top. If your first qualification was earned abroad, the recognition step through the national quality enhancement centre comes before anything else, and it takes time you should not discover late.

Does the school calendar affect my plans?

It does if you have children. Order 84 of the Georgian Minister of Education, in the wording currently in force, sets the school year from 15 September to 15 June, with 20 May as the end date for first-year and final-year classes. The Georgian school year starts a fortnight later than in much of Europe, so childcare arrangements and study timetables built on a 1 September assumption are two weeks out.

Is it cheaper to study in Tbilisi or in a regional city?

No public comparison of Georgian study costs city by city has been published that would let anyone answer that with figures. What is documented is the scale difference: Sakstat recorded 1 369 356 residents in Tbilisi on 1 January 2026, 34.7 % of the country's population, against 246 267 in Batumi and 153 799 in Kutaisi. More programmes are concentrated in the capital; whether the total cost of studying there is higher for you depends on housing and transport, which you can price yourself and nobody can price for you.

Building the plan in the right order

Five steps, in sequence

Start with the examination calendar, because it is the only fixed point. Then check the recognition question if any of your existing qualifications came from outside Georgia. Then shortlist programmes on compatibility with your working week before prestige, and confirm each institution's own entrance requirements. Then take exact dates to your employer and agree the arrangement in writing. Only at the end should you build the funding schedule, because by that point you know precisely which months hurt.
